Community Engagement for the Port's Climate Adaptation Planning for Oakland's Frontline Communities (CAPOFC) Project The purpose of this RFP is to find a Community Engagement Consultant to provide community outreach and engagement services to facilitate an inclusive and equitable planning process for the Port of Oakland's Climate Adaptation Planning for Oakland's Frontline Communities Project (CAPOFC). The CAPOFC proposes to model projected future (2030, 2050, 2100) sea level rise, including precipitation, storm surge, wave runup, tides, and areas of inundation (collectively referred to as SLR) as well as groundwater intrusion (GWI) levels for the Port and adjacent underserved communities. The Community Engagement Consultant will help the Port engage with the surrounding neighborhoods to gain valuable input necessary for a successful community-driven Adaptation Plan. The Community Engagement Consultant shall ensure that the CAPOFC planning process is underpinned by principles of procedural, distributional, and structural equity, reflecting the diversity of local, regional, state, and tribal governments, and other community members. The engagement process will empower community members by involving them in decision-making processes, allowing them to take ownership and become advocates for resilience.
