Project Cost Class B - $100,000 to $500,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The City of Greenbelt ("Owner") requests Proposals from qualified engineering professionals ("Consultant"/"Offeror") to produce 90% engineering design plans to facilitate future permitting and construction of off-street bikeway facilities on Hanover Parkway in Greenbelt, Maryland. The project will expand the existing 30% engineered design for a 1.9-mile bicycle facility along Hanover Parkway. All requests for clarifications or additional information related to this Request for Proposal (RFP) must be submitted in writing (via email) by May 1, 2025 and directed to Ryan Sigworth, Community Planner II, at rsigworth@greenbeltmd.gov. All answers will be provided in writing and posted on the City's website on or before May 16, 2025. The City of Greenbelt is seeking a qualified professional firm to produce 90% engineering design plans that expand on previous 30% engineering design plans to facilitate future permitting and construction of off-street bikeway facilities on Hanover Parkway. The project area is approximately 1.9 miles in length from Good Luck Road to Mandan Road. Hanover Parkway serves as the primary spine road for Greenbelt East, and it connects Good Luck Road to Mandan Road with a major intersection at Greenbelt Road (MD 193). Spellman Overpass, which is accessed off of Hanover Parkway, provides a direct, non-vehicular connection to Greenbelt Center City over the BaltimoreWashington Parkway, however there are currently no dedicated bicycle facilities that connect to the overpass. Gaining access to the overpass is crucial for Greenbelt East residents to access Greenbelt Center City and vice versa and a cross-city bike route which ultimately connects to the regional Anacostia Trail System as well as the East Coast Greenway. The method of Contractor Selection has not been Determined at this time.
