Eagle Mountain City is requesting bids from responsible firms or individuals for Drilling Well #9 (Airport Well). This project will consist of drilling a new well to be used as a culinary supply for the City. The site for the well has been prepared to accommodate the drilling. Questions arising subsequent to the issuance of this bid should all be submitted in writing through the State of Utahs online procurement portal. Questions and answers will be posted online or consolidated and provided to all Firms on record of receiving this invitation to bid on the procurement portal. All inquiries must be submitted by the close of business (5:00 PM MST) on April 25, 2025. Questions submitted after the deadline will not be addressed. This project will consist of drilling a new well to be used as a culinary supply for the City. The site for the well has been prepared to accommodate the drilling. We realize that all drillers tooling, bit sizes, and approach may be different for this well. With that in mind we have left leeway for each driller to bid the hole in a manner they see fit for their equipment. The final product must, however, comply with all DDW and DWRi regulations. We also realize that hole conditions may dictate the approach once drilling the approach may change. The final well will be a 20" well that may telescope to a 16" well at 900'. The driller must have equipment capable of drilling and installing a 20" well to 900' and a 16" well to 1500' to bid on this project. If desired by the driller, a 24" surface casing and/or an intermediate casing can be set to depths desired as hole conditions dictate. These casings may be left permanently or pulled back during the installation of the sanitary seal. Eagle Mountain Monitoring Well 2 is located within 150' of the proposed Well #9. The well driller's report indicates volcanica down to 413'. The Volcanic Portion of the hole will be cased off down to the water table in the underlying limestones. This well will be screened in hard limestone bedrock similar to Eagle Mountain Well 5. We anticipate the water table will be encountered at approximately 500' although a perched aquifer may be encountered in the volcanics.. Well driller's reports for Well 2 and Well 5 are included in Attachment B. Drilling Specs Governing the Drilling of the well are also included in Appendix A. The Specs are just a guide to be used by the driller and the driller will outline their approach in the bid documents. If driller does not outline their approach, the bid can be rejected. QUALITY CONTROL TESTING The pump for this well will be a deep-set line shaft. As such, the well must meet plumbness requirements to at least 500'. These requirements include: Plumbness: Perform after casing is installed and in accordance with AWWA A100. 1. Test: Type of test is up to driller, but City must approve method and frequency. 2. Tolerance: Maximum horizontal deviation of well from vertical shall not exceed two thirds of well casing inside diameter per 100' of depth. 3. If Plumbness does not meet tolerance, make corrections and re-test. It would be recommended that plumbness is tested periodically down to 900'. 4. City is willing to accept tolerances outside the AWWA A 100 standard depending on the magnitude and where in the hole the deviations are. The following documents will be required with bidding documents and/or with a contract award. ** Bid Bond for 5% of the total project required with the bidding documents** Insurance verification with bid, Certificate of Insurance at contract signing ** 100% Performance Bond will be posted by the approved contractor at contract signing ** ** 100% Payment Bond will be posted by the approved contractor at contract signing ** *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
