A timeline for the award has not yet been established.** This solicitation aims to receive responses from qualified respondents to provide tennis court resurfacing at Palatlakaha Park in accordance with the terms, conditions, and specifications contained herein. The last tennis court resurfacing at this location was completed seven (7) years ago. The City will provide written responses to formal and material questions during this meeting. Any verbal discussions at the meeting will not be considered part of the solicitation unless provided in writing through the online. Questions asked at the meeting that cannot be adequately answered during the meeting may be deferred until the issuance of the addenda. The questions and their responses will be available to all potential respondents. To ensure that all prospective respondents have accurately and completely understood the requirements of this solicitation, the City of Clermont Procurement Services Department will accept written questions up until 3:00 pm on Wednesday, May 21, 2025. Verbal inquiries will not be accepted, and potential respondents are instructed only to seek additional information or clarification or to communicate in writing with the Procurement Services Director. The City of Clermont requires all questions relating to this solicitation to be entered through the "Question and Answer" tab on the Portal. Responses to questions will be provided online at online. All questions must be submitted prior to the deadline. Questions will not be answered via telephone or fax. Award will be made to the selected respondent who submits the lowest price. The City will make an award to a single respondent. In determining where a respondent is responsive and/or awarding the contract, in addition to price, the following shall be considered: The ability, capacity, and skill of the respondent to perform the work, including but not limited to, any issue related to performance on prior contracts between the respondent and the City. Whether the respondent can perform the work within the time specified, without delay or interference. Experience and efficiency of the respondent. The quality of performance of previous contracts. The issuance of this solicitation and the acceptance of responses do not constitute an agreement by the City that it will enter into a contract with a respondent for this project. All costs associated with preparing this response will be the sole responsibility of the respondent, including but not limited to document preparation and any and all travel expenses. A Bid Bond is not applicable to this solicitation. Performance & Payment Bonds are not applicable to this solicitation. The City and successful respondent recognize that time is of the essence and the City will suffer financial loss if the work is not completed within the time specified. The City will be entitled to assess, as Liquidated Damages, but not as a penalty, for each calendar day after the scheduled completion date the work continues. The work will be deemed complete on the date it is deemed complete to the satisfaction of the City. The successful respondent hereby expressly waives and relinquishes any right which it may have to seek to characterize the Liquidated Damages as a penalty. The parties agree that the Liquidated Damages sum represents a fair and reasonable estimate of the City's actual damages at the time of contracting if the successful respondent fails to complete the work in a timely manner. The Liquidated Damages are specified in the chart below. The City of Clermont intends to improve Palatlakaha Park recreational facilities by resurfacing the tennis courts. The park's address is 1250 12th St, Clermont, FL. The successful respondent must provide all labor, materials, equipment, fuel, and other incidental costs and the supervision necessary to provide recreational improvements at Palatlakaha Park. All work and installation of materials must comply with the latest codes, standards, and practices and must be installed by qualified tradesmen. All work and installation must be conducted as per the manufacturer's specifications and recommendations or as otherwise directed by the City's Project Manager. The City's Project Manager will review the renovations to the recreational facilities to determine compliance before final work acceptance. The successful respondent must remove from the site all excess materials, soil, debris, and equipment to the satisfaction of the City's Project Manager upon final inspection. Please provide any supporting documentation that will assist the City of Clermont to determine the quality levels of products offered. Inspection and acceptance will be at destination unless otherwise provided in this solicitation. Title to/or risk of loss, or damage to all items, shall be the responsibility of the successful respondent until accepted by the buyer/department. Question Deadline 05/21/2025 at 3:00 PM ET All work performed shall comply with applicable County and municipal code requirements, as well as the Florida Building Code. The successful respondent shall be liable for any damages or loss to the City, occasioned by the negligence of the respondent, agent, or any person the respondent has designated in the completion of the contract as a result of this solicitation. The City reserves the right to extend the response due date, request additional information from any respondents, reject all responses, cancel the project, and/or re-advertise the solicitation. The City reserves the right to disqualify any respondent at the sole discretion of the City. Scope of Work 3.1. Statement of Work The City of Clermont intends to improve Palatlakaha Park recreational facilities by resurfacing the tennis courts. The park's address is 1250 12th St, Clermont, FL. Tennis Court Resurface The following specifications pertain to resurfacing tennis courts. For specific mixing and application instructions, refer to product technical data sheets. 1. Surface Preparation 1. The new asphalt surface must cure 14 to 30 days prior to application. The surface must be cleaned entirely of dust, dirt, debris, and all loose materials. 2. Fill all cracks with Crack Magic, Acrylic Crack Patch, Acrylic Patch Binder or other suitable crack filler. 3. Level depressions or "bird baths" (1/8 inch or deeper) with Acrylic Patch Binder or Acrylic Resurfacer patching mix. 4. Apply one (1) coat of Acrylic Resurfacer as required by surface roughness and porosity to provide a smooth underlayment for application of the Color System. 2. Application of Color System 1. Properly prepare the asphalt surface, apply a minimum of two (2) coats of Color Concentrate or ColorPlus System in accordance with manufacturer's mixing and application instructions. 3. Line Markings 1. Line markings msut be laid out according to United States Tennis Association specifications. 2. After laying the masking tape, apply line primer to seal voids between masking tape and court surface to prevent "bleed under" when line paint is applied. 3. Apply a minimum of one (1) coat of line paint.
