Concrete Replacement Allegheny Manor 39-1b Mccanna Street & Caruso Street, Kittanning Pa 16201 BALCONY TOWERS 39-9 (BT2025-01) 301 South McKean Street, KITTANNING, PA 16201 Bids must be sealed and shall be marked as follows: CFP2023-02 MULTI-SITE PARKING LOT REPAVING & MISC. CONCRETE REPLACEMENT Bid Documents - General Construction GC-1 ATTN: Ms. Marty Sutton, Executive Director The name and address of the Contractor submitting the bid should be clearly labeled on the outside of each bid envelope. The successful bidder will be required to furnish and pay for satisfactory performance and payment bond or bonds. The project consists of the milling and paving of parking lots and the miscellaneous replacement of damaged concrete sidewalks and curbs. Bids must be on a combined lump-sum basis; separate Bids for individual trades will not be accepted. Project is to be substantially completed within 90 Consecutive Calendar Days from the date of the Notice to Proceed. This contract is federally assisted. The Contractor must comply with the Davis-Bacon Act. A certified check or bank draft, payable to the HACA, U.S. Government Bonds, or a satisfactory Bid Security (Bid Bond) executed by the Bidder and an acceptable surety, in the amount equal to ten percent (10%) of the total Bid, must accompany the Bid in accordance with the Instruction To Bidders (HUD-5369). Attention is called to all Bidders that all applicable Equal Employment Opportunity requirements for federally assisted contracts must be complied with. This includes strict compliance with Executive Order 11246, as amended (establishing a goal of 6.9% for female employment and 5% minority employment by craft); Nondiscrimination; Executive Order 11625, Minority Business Enterprises; Executive Order 12138, Women Business Enterprise; Section 3 of the Housing and Urban Development Act of 1968, as amended; Civil Rights Act of 1964; and Minority Business Participation; and applicable HUD / Davis Bacon Wage Rates. The HACA reserves the right to reject any or all bids and to waive informalities in the bidding, and to consider the competency and responsibility of the Bidders in awarding the contract. The Agreement will include a stipulation that the General Construction work for the Base Bid is to be completed in a period of 90 Consecutive Calendar Days, following issuance of the Notice to Proceed.
