Elevator and Escalator Service Maintenance Scope of Work This specification outlines the requirements to provide "Preventative Maintenance Service" and qualified service technicians to Pittsburgh Regional Transit (PRT) for the purpose of inspecting, repairing, and maintaining PRT's elevators and escalators, complete as specified herein. The Service Provider shall also provide personnel to ensure 24-hour, seven days a week, "On-Call Repair Service" on an "as-needed" basis. The Service Provider shall provide all expertise, equipment, tools, parts (with the exception of spare parts provided by PRT as discussed in Section 3.5), labor, and materials needed to provide services as specified. All preventive maintenance, repairs and testing shall be performed in accordance with the American National Standard Safety Code for Elevators, Dumbwaiters, Escalators and Moving Walks (ANSI A17.1), the recommended maintenance and repair procedures of the respective elevator and escalator manufacturers, and all current Federal, State, and Local codes. Any repairs required as the result of testing, audit or review shall be made in conformance with the above-mentioned regulations and guidelines. Any PRT escalator and elevator maintenance manuals in PRT's possession will be made available for review prior to bidding this contract (PRT does not guarantee accuracy of manuals, nor possession of manuals covering all equipment). Bidders are strongly encouraged to inspect the elevators and escalators prior to the scheduled pre-bid meeting in order to raise any questions regarding the specification and equipment at the pre-bid meeting. Prior to submission of a Bid, the Bidder shall be responsible for satisfying itself as to the present condition of each elevator and escalator. An inspection should be performed by the Bidder, with PRT representatives, prior to submission of a bid. Bidders are strongly encouraged to inspect the elevators and escalators prior to the scheduled pre-bid meeting in order to raise any questions regarding the specification and equipment at the pre-bid meeting. It shall be understood that pre-existing wear conditions are inherent in these elevators and escalators. Under the terms of this contract, all existing conditions of the equipment to be maintained become the full responsibility of the Service Provider upon the initial date of the agreement. The contract duration shall be three (3) years from the date of Notice-to-Proceed. Bidders shall enter separate pricing for each year of the contract. Award will be based on the lowest Grand Total for all three years from a responsive and responsible bidder. No bidder may withdraw a submitted Proposal for a period of 75 days after the scheduled time for opening of the sealed bids. Question Deadline 05/08/2025 Questions regarding any of the bids will not be entertained by the PRT within five (5) business days of the scheduled bid opening. These contracts may be subject to a financial assistance contract between Port Authority of Allegheny County d.b.a. PRT and the United States Department of Transportation. The Contractor will be required to comply with all applicable Equal Employment Opportunity laws and regulations. Contractor is responsible for expenses related to acquiring a performance bond and insurance where applicable. All items are to be FOB delivered unless otherwise specified. Costs for delivery, bond, and insurance shall be included in bidder's proposal pricing. Port Authority of Allegheny County d.b.a. PRT hereby notifies all bidders that it will affirmatively insure that in regard to any contract entered into pursuant to this advertisement, disadvantaged business enterprise will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The Board of PRT reserves the right to reject any or all bids.
