The Engineer and the Owner willbe present to answer questions. All questions shall be directed to the Engineer. Wynne Water Utilities intends to make improvements and modifications to the Wynne WastewaterTreatment Plant to repair and improve the plant from tornadodamage. These improvements include adding a new bar screenstructure and screening, new gritremoval equipment, new influentscrew pumps, new aeration/mixing in existing oxidation ditches,new clarifiers in existing clarifierbasins, new blowers and coursebubble diffusers, new RAS/WAS/TWAS pumps, a newpump building, a new UV disinfection structure, and new UV disinfection equipment. Bidders mustsatisfy themselves with the accuracy of the work outlined in theBid schedule by examining thesite and reviewing the drawingsand specifications, including theAddenda. After Bids have been submitted, the Bidder shall not assert that there was a misunderstanding concerning the scope of Work or the nature of the Work tobe done. Bidders shall guarantee thatqualified applicants for employment on this work will receiveconsideration for employmentwithout regard to religion, race,color, creed, sex, age, national origin, physical handicap, disability,genetic information, marital status, sexual orientation, genderidentity, political opinions or affiliation or any other consideration made unlawful by federal, state,or local laws. Bidders on thiswork will be required to complywith the President's ExecutiveOrder 11246, as amended. Therequirements for Bidders andContractors under this order are explained in the specifications. Bids shall be accompanied by a cashier's or certified check upona national or state bank in anamount of five percent (5%) of the total maximum bid price payable without recourse to the Owner, ora bid bond in the same amountfrom a reliable State of Arkansas approved surety company, as aguarantee that the Bidder willenter into a contract and execute performance and payment bondswithin fifteen (15) days after notice of award of Contract to him.Such bid guarantee shall be madepayable to Wynne Water Utilities. The successful Bidder mustfurnish a performance and payment bond upon the form provided in the amount of onehundred per cent (100%) of thecontract price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety orsureties acceptable to the Owner.Attorneys-in-Fact who sign Bid Bonds or Payment Bonds and Performance Bonds must file witheach Bond a certified and effective dated copy of the Power of Attorney. Attorneys-in- Fact thatsign the Bonds must be licensedto conduct business in the Stateof Arkansas. WYNNE WATER UTILITIES reserves the right to reject any or all bids, to waive formalities, informalities, or irregularities in the bids and bidding deemed to be in the bestinterests of the WYNNE WATERUTILTIES, and to reject nonconforming, nonresponsive, or conditional bids.
