No time-frame is available for when this project will be awarded.** The Van Avenue Beach Approach Park sustained significant damage in the hurricane season of 2022. This project will replace the concrete seawall with UC-95 composite seawall panels protecting the upland park and facilities from storm events. Restoring the Van Avenue Park beach approach will re-establish safe use of the park for visitors to the Volusia County Beach in Daytona Beach Shores. The existing concrete seawall was damaged along the eastern edge and eroded the park, this project will remedy that condition. The concrete return wall at the southern end along the vehicular ramp is to be protected and remain in place with a new cap to connect the new and old walls. A new return wall is be installed on the northern edge of the property. Existing facilities are to be protected and preserved from construction activities. Access to the site is available from the upland parking, although it is a narrow corridor between the fence and restroom building. We expect most construction activities to be done from the beach. Great care will need to be taken to cone and caution tape off the work zone on the beach as this is a busy well-used and visited area of the beach by the public. The vehicular ramp will remain open to the public during construction activities. County will coordinate the closure of the north traffic lane as needed for construction activity. Laydown area is going to be onsite between the restroom building and the seawall. Parking stalls can be made available as needed for contractor parking. Compacted fill behind the seawall will be beach quality sand and site restoration will be finished with Bahia Sod. An ADA Dune Walkover at this location is planned by the adjacent private property, an easily removable panel in the aluminium guardrail will need to be positioned at the end of the sidewalk for that future work. Failure of the bidder to execute a Contract and record the required bonds as provided herein within ten (10) days after a written notice of award has been given shall be just cause for the annulment of the award and the forfeiture of the Bid security to the County, which forfeiture shall be considered not as a penalty, but in liquidation of damages sustained. Award may then be made to the next lowest responsive and responsible bidder or all Bids may be rejected. The lowest responsive and responsible bidder shall be responsible for all applicable permitting, Labor, materials, equipment, tools, transportation, services, and incidentals necessary to complete all Work required by the specifications and as shown on the drawings. In accordance with the American Disabilities Act and Section 286.26, Florida Statutes, persons with disabilities needing a special accommodation to participate in the proceedings, or an interpreter to participate in any proceedings, should contact the county's ADA Coordinator at 386-248-1760 for assistance, at least two business days before any meeting date. Term: Total contract time: 150 days, Failure of the bidder to execute a Contract and record the required bonds as provided herein within ten (10) days after a written notice of award has been given shall be just cause for the annulment of the award and the forfeiture of the Bid security to the County, which forfeiture shall be considered not as a penalty, but in liquidation of damages sustained. A Bid bond shall accompany each Bid in an amount not less than five percent (5%) of the Bid amount and shall be valid for a period not less than one hundred twenty (120) days. If a Bid bond is used, the Bidder shall complete and submit the Bid bond form provided in this solicitation. After the County and the successful bidder have executed a written Contract and the successful bidder has recorded an acceptable Payment and Performance Bond or if one hundred twenty (120) days have passed after the date of the formal opening of the Bids and no Contract has been awarded, the Bid security of any Bidder will be returned upon written demand. Question Deadline 05/08/2025 at 11:59 PM ET- It is incumbent upon each bidder to carefully examine this solicitation's specifications, Scope of Work/service, terms, and conditions. The posting of answers through the online s the only official method by which interpretation, clarification, or additional information can be given. Questions and exceptions concerning any Section of this ITB shall be directed through the question and answer functionality of the County's eProcurement Portal. Questions and exceptions shall be submitted by the question and answer deadline. Thereafter, no further questions or exceptions will be accepted or reviewed by the County and bidders' right to submit questions or exceptions will terminate and any questions or exceptions not previously made shall be deemed waived. Oral representations will not be binding on the County. Pre-Bid Meeting Description : If you are attending the pre-bid meeting in person, a beach parking permit is required. If you do not have a beach parking permit, please have ready your telephone number and your plate number to provide the receptionist upon entering the building to receive parking validation for this meeting. When advantageous for the County, the County reserves the right to issue "Owner Direct Purchase Orders" in order to save sales tax. If the County elects to issue Owner Direct Purchase Orders, Contractor shall assist County staff and shall be liable for accuracy and warranty of specifications, and materials ordered. Owner Direct Purchase Orders shall be identified within the drawings and specification documents.
