The City of Des Moines (City), pursuant to Iowa Code Chapter 26A, will be publishing a request for statements of qualifications (RFQs) for Construction Manager at Risk (CMR) services to provide Preconstruction and Construction services for its proposed 5th and Walnut Parking Garage Skywalk Improvement project in the City of Des Moines. The project is located east of 5 th Avenue, south of Walnut St. The CMR will be engaged using a two-step solicitation process: (1) Request for Qualifications and (2) Request for Proposals. The firms deemed to have the met the qualifications based on the following selection criteria will then be offered the opportunity to submit a proposal to serve as CMR for the project: 1. Relevant Project Experience 2. Past Performance 3. Safety Record 4. Proposed Personnel 4. Statements of Qualifications Due Before 10:00 AM June 3, 2025 o The names of CMRs submitting Statements of Qualifications will be publicly opened and read out loud at 11:00 AM As part of the Request for Proposal stage, qualified respondents will be asked to submit their proposed fees for the project. The City will select the CMR that submits the proposal that offers the best value based on the published selection criteria and on its ranking evaluation at the conclusion of the solicitation process. 7. Tentative Contract Award by City Council September 29, 2025 Question Deadline 05/21/2025 at 5:00 PM CT Request for Clarifications The City of Des Moines, Iowa, (City) is hereby soliciting Statements of Qualifications (SOQs) for Construction Manager at Risk (CMR) services to provide Pre-Construction and Construction services for its proposed 5 th & Walnut Parking Garage Skywalk Improvement construction project in the City of Des Moines (the Project). The proposed project will be located in Des Moines, IA, east of 5 th Avenue and south of Walnut Street. This request invites qualified CMRs to submit a SOQ for accomplishment of the items of work described below under the Project Description and Scope of Work. SOQs shall be prepared and submitted in accordance with the requirements described in this Request for Qualifications (RFQ). The SOQ submissions will be evaluated by the selection committee in relation to the criteria set forth in Attachment 3 to this RFQ and the CMRs who are determined to meet the qualifications will be invited to submit proposals in response to a Request for Proposals (RFP) issued by the City. CMRs must fully and completely submit all of the requested content, submissions that do not meet those requirements will not be evaluated further. Each proposal submitted in response to the RFP shall include the CMR's proposed fees. Interviews may be conducted. Proposals will be evaluated and ranked in relation to the criteria set forth in the RFP. The City shall select the CMR that submits the proposal that offers the best value for the City based on the published selection criteria and on its ranking evaluation. The City will negotiate an agreement for preconstruction services and a guaranteed maximum price contract with the selected CMR. This project is being implemented to construct a connection between the City-owned 5th & Walnut Parking Garage and the nearby skywalk system. The project scope is currently being finalized as part of an ongoing feasibility study that is to be completed in summer 2025. Potential scope items will include selective demolition of existing skywalk bridge components and new construction of a skywalk bridge system to the garage, including scope for the construction of architectural, structural, mechanical, and electrical systems. The City is conducting this solicitation to identify a CMR with the experience, resources, and capabilities to undertake the Project. The City's primary objective in choosing to develop the project is to obtain the best value with the greatest certainty of Project cost and schedule.
