Sacramento Regional Transit District (SacRT) is soliciting quotes from contractors with qualifications, experience, and knowledge to provide On-Call Communication Cable Services as specified in Section 2.0. Contractor license classification at time of Contract award must be C-7. It is SacRT’s policy that Small Business Enterprises (SBE) and Local Business Enterprise (LBE) will have an equal opportunity to participate in the performance of this Contract. SBE is defined as a business that has been certified by the California Department of General Services (DGS) or any other public agency that certifies small businesses under applicable laws. LBE is defined as a business that maintains its Principal Place of Business within the geographical boundaries of Sacramento, El Dorado, Placer, Sutter, Yolo, or Yuba counties, and must be an established business entity conducting business operations for at least 6 consecutive months prior to the due date of the bid or proposal. To further that policy, SacRT will provide a 10% point preference to Proposers that are SBEs and a 10% point preference to Proposers that are Local Businesses. Proposers eligible for both preferences will receive a 20% preference. See Attachment 7 Small and Local Business Enterprise (SBE/LBE) Requirements for additional information and required forms. Because it is unclear what subcontracting opportunities may be available on a Task Order or Work Order basis, SacRT will not provide preferences based on the participation of SBE or LBE subcontractors. A Proposer claiming a preference must complete and submit SBE/LBE Form 1b SBE/LBE Participation Certification with its Proposal. SacRT does not prequalify subcontractor firms. However, Prime Contractors are encouraged to review the Prospective Bidders list on PlanetBids to find interested firms for any subcontracting opportunities. SacRT hereby notifies all Proposers it will affirmatively ensure that, in regard to any contract entered into pursuant to this solicitation, contractors will be afforded full opportunity to submit a Proposal in response to this invitation and will not be discriminated against on the grounds of race, color, creed, national origin, sex, disability or age in consideration for an award. Please submit any questions regarding this solicitation through SacRT’s PlanetBids Vendor Portal, as set out in Section 8.1 Submission of Questions and Issuance of Addenda. All contact with SacRT regarding the RFQ must be made only with Procurement staff. Attempts to contact any other individual at SacRT, including Board members, with regard to this procurement may result in disqualification from competing in this procurement. Proposals must be submitted through SacRT’s PlanetBids Vendor Portal no later than 2:00 p.m. on Friday, August 1, 2025. Proposal must be good for 120 days. SacRT may request that Proposers voluntarily extend the proposal validity period at any time, including after expiration of the proposal validity period. A Proposer may, but will not be obligated to, voluntarily extend the validity of its proposal on the same terms originally offered.
