Washington County, Oregon is requesting sealed bids for a Liquid Asphalt requirements contract for the Department of Land Use and Transportation, Operations Division. This will be a 5 year contract with an estimated expenditure of $2,500,000.00 total. Escalation/De-Escalation language will be included in the contract in case the selected vendor cannot hold their price for the length of the contract. Quantities listed are estimates only and are listed for bid comparisons. Actual quantities will vary depending on work programs and scheduled activities. Last Date to Submit Questions:May 5, 2025, 2:00pm The County intents to award only one contract to the lowest responsible bidder who provides quotes on all listed items. Washington County is a political subdivision of the State of Oregon. It is located west of Portland, Oregon and extends to the coastal mountains. The County seat of government and major facilities are located in Hillsboro, Oregon, approximately 20 miles from downtown Portland. Washington County uses Liquid Asphalt for it's Road Maintenance activities. Bids must contain a statement as to whether the bidder is a resident bidder, as defined in ORS279A.120(1)(b). The County may reject any bid not in compliance with all prescribed public bidding proceduresand requirements, and may reject for good cause any or all bids upon a finding of the County it is in the public interest to do so. Washington County reserves the right to reject any and all bids and to waive any and allinformalities in the best interest of the County. Bidders are solely responsible for ensuring receipt of their bid and by the Procurement Division,including but not limited to successfully uploaded documents. Bidders must conform to the requirements of these bid documents and all related, applicable laws. The County does not intend to pre-qualify any bidders for this project. All bids submitted for this project will be considered provided that they meet the criteria set forth in the bid documents with respect to submission in a timely manner, bonding, and all other applicable requirements.
