Site work for a power facility in Plaistow, New Hampshire. Completed plans call for site work for a power facility.

The Town ofPlaistow (Town) owns a +/-37 acre parcel ofland that was a former landfill for the Town. The landfill was abandoned in the late 1980s and a clay cap was installed to prevent leachates from leaking into the groundwater and polluting abutting property wells. It was also the former site ofthe Town Highway Garage which has since been relocated. The garage building remains on site, and there is an open area ofthe landfill, beyond the clay cap, which is used for residents to bring yard waste (brush, etc.) and metal products. There are some wetlands in areas beyond the clay cap. The clay cap comprises approximately fourteen (14) acres that would be available to place a solar array. At the 2025 Town Meeting, the voters approved a Warrant Article that authorized the Board of Selectmen to enter into a lease agreement beyond the nominal 5-year period. The Town is looking to lease the land for the installation and long-term operation of a solar array on the landfill property. The landfill is also under a NHDES Groundwater Management Permit, and all requirements of that permit must be complied with. *Electronic copies of the project plans, the advertisement for Proposal, and all other Proposal documents will be emailed to all those present at the pre-proposal meeting and who furnish their email address on the sign-in sheet at that meeting.* Installation of a solar array on the surface ofthe landfill clay cap and connection to the Unitil power grid where 3-phase AC connectivity is available. Care must be taken not to puncture or otherwise damage the clay cap. All stormwater runoff provisions must be handled in accordance with all local, state, and federal stormwater regulations, A construction bond (certified funds) must be in place before any construction can begin. The bond must be 5% ofthe installation costs ofthe array. The purpose ofthe bond is surety for any damage to the clay cap. The bond will be held for five (5) years post installation once it has been verified that there is no damage to the clay cap related to the solar array. All inquiries must be submitted by email to Dee Voss, Special Projects Coordinator at dvoss@plaistow.com no later than Thursday, June 5, 2025, at 3:00 pm. Answers to all questions submitted by the deadline will be responded to via email, in the form of an addendum, by Thursday, June 12, 2025, at 5:00 pm. All submitters will be required to certify receipt of the addendum on the form that will be provided, and that form will become part of the Proposal Documents.
