City of Amboy Re-quest for Qualilications - Professional Services The City of Amboy will be replacing their Lead Service Lines throughoul the City. The City has been awarded Congressionally Direct ed Spending lunding to complete this vital work. Adhering to federal pro-curement policies, the City is seeking a qualified consultant to handle Design Engineering and Construction-re-lated Engineering ser-vices Endercontract Management services. The City realizes the professional services of tolal design and construction engineering costs for this Lead Service Line Replace-ment project will exceed $40,000, therefore they are required to use wril-ten Qualification Based Selection (QBS) pro cedures which comply with stale and federal guidelines. The City of Amboy is seeking proposals for Design Engineering and Construction Engineering services in relalion to their upcoming Lead Service Line Re-placement Project. The scope of work desired is Design Engineer ing and Construction Engineering/Contract Management services provided for the con-struction of the City's Lead Service Line Re-placement Project. This project will be funded by a Congressionally Di-rected Spending grant, so all lederal rules and regulations will apply. This includes a federal This includes a federal procurement process, federal level environ mental review, and adherence to federal Pre-vailing Wage and Build America Buy America (BABA) regulations. This Project includes identifying and replacing 125 lead water service lines by installing new copper water service lines from the city owned water mains to the meters inside resi dents' homes. Work is slated to begin in the summer of 2025. Engineering and Construction Engineering-related engineering services (CE) for the construction of their lead service line re-placement project. The evaluation criteria and weighting for this proj-ect are as follows: lech-nical approach firm experience staff capabilities 25%, 25%, 25%, work load capacity 20%, and local presence - 5%. As a part of their sub-mission, prospective firms must provide in-formation regarding all sub-consultants to be used in conjunction with this project. Interviews will not be required. The City of Amboy requires a minimum of a three-person team to negotiate with the high-est qualified consultant. Acceptable Cosis - The City of Amboy will re-view the contract costs and the indirect cost rates to assure they are compliant with Federal cost principles prior to submission.
