The Department of California Highway Patrol (CHP) is soliciting bids from firms that are able to provide Parking Lot Steam Cleaning Services. Contractor agrees to provide to the Department of California Highway Patrol (CHP), the services described herein: furnish all supplies, materials, tools, equipment, labor, personnel, and supervision; pay all taxes, insurance, bonds, license and permit fees, and all other direct and indirect costs necessary to provide quarterly Parking Lot Steam Cleaning Services at Cordelia Commercial Vehicle Enforcement Facility (C.V.E.F.) Eastbound and Westbound in accordance with the terms set forth in this Agreement. A. License Requirement: Local city or county business license, C61/D38 – Sand and Water Blasting Contractor. The services shall be performed at: CHP Cordelia CVEF Eastbound 3950 Interstate 80 Fairfield, CA 94534; CHP Cordelia CVEF Westbound 3895 Interstate 80 Fairfield, CA 94534 SCOPE OF WORK (Continued) Detailed description of work to be performed: A. Access to water for use by Contractor will be made available at each location. B. Routine service to be performed semi-annually. Contractor shall notify the Facility Supervisor of the date and time the service is to be performed one (1) week prior to the actual work. C. Contractor shall steam clean the concrete portions of the roadway/parking lot surfaces located at the facility (including the concrete platform scale surface) and the floors of the inspection bays. Additionally, at facilities where pit inspection lanes are used, Contractor shall steam clean floors, walls, and covers of the pits. D. Scrubbing and/or brushing may be required to adequately clean surfaces prior to steam cleaning. E. Contractor shall clean up, remove and dispose of effluent waste caused by steam cleaning and provide a copy of invoice from disposal site with their invoice. The cost of waste water disposal must be included in the quarterly cost. F. Service shall be performed by trained, competent workers. Contractors must be adequately trained in storm water and non-storm water pollution prevention and control and implement Best Management Practices (BMPs) for all contracted steam cleaning related activities. The Contractor shall comply with the Federal Clean Water Act, applicable California Health and Safety Code requirements and the California Water Code. G. Any work found unsatisfactory shall be redone before the next scheduled service at no additional cost to the State. H. No extra charge from any work or material will be allowed unless directed to do so in writing by CHP. I. Contractor shall take all necessary precautions to protect service locations. Any damage cause by Contractor to state equipment, material, or other property shall be repaired or replaced by Contractor to the satisfaction of the state at no cost to the state. The state may, at its option, repair any damage and deduct from Contractor the cost thereof. The term of the resulting agreement is anticipated to be effective from July 1, 2025 through June 30, 2028. Question Deadline 05/14/2025 at 10:00 AM PT Bidders shall immediately notify CHP if clarification is needed regarding the services sought or questions arise about the IFB and/or its accompanying materials, instructions, or requirements. Bidders shall submit questions via email to Ms. Kellie Au at kellie.au@chp.ca.gov. Following the question submission deadline, the CHP will post a summary response of the questions and answers to be viewed online titled "Questions and Answers to IFB 25C366001". Bidders that arrive after the walk-through has started will not be allowed to sign-in. No bid will be considered from a Contractor that did not sign-in at the mandatory walk-through.
