The City of Manchester is located in western St. Louis County approximately 15 miles west of the City of St. Louis. The community known as Manchester is over 200 years old and was incorporated as a Village in 1950. The City was reincorporated as a fourth-class city in 1959. When incorporated, the City encompassed two square miles. As a result of several annexations, the City of Manchester now encompasses approximately five square miles with the projected current population being approximately 18,000. Project Background and Overview The City of Manchester has decided to begin cataloging and addressing stormwater concerns and complaints that exist throughout the City. This Request for Qualifications (RFQ) is being issued for engineering services to be provided to the City of Manchester, Missouri for a two-phased Citywide Stormwater program. This RFQ is intended to gather pertinent information concerning the ability of consultants to meet the needs of the City. We expect that the consultant chosen will be experienced in the type of stormwater planning and engineering services required by municipalities. The City will initially contract with the selected consultant for Phase I of the project. Based upon consultant performance in Phase I, the City will determine whether to contract for the future Phase II consultant. In the event the consultant selected for Phase I is chosen for the future phase, the Statements of Qualifications received in response to this RFQ will be utilized in selecting the consultant for the future phase.
