Each bid must be made on the Proposal Form provided in the set of specifications and must be accompanied by a bank or cashier's check or money order drawn on a solvent bank in an amount equal to ten percent (10%) of the amount bid or a bid bond also in an amount equal to ten percent (10%) of the amount bid as a guarantee that if said bid is accepted, a contract will be entered into and a surety bond satisfactory to said City in an amount equal to one hundred percent (100%) of the total bid will be furnished. Checks or money orders shall be made payable to the Village of Moreland Hills. The regulations of the State of Ohio, Bureau of Employment Services, relative to the procurement of labor, wage rates and hours of employment shall apply. The right is reserved to accept any bidder, to reject any or all bids, and to waive informalities should it be deemed to be in the best interest of the Village of Moreland Hills to do so. This work shall consist of planing the asphalt wearing surfaces to the depths and limits shown on the Typical Sections. This item shall consist of the repair of deteriorated asphalt wearing course. Work areas shall be as directed by the Engineer. This item shall consist of placing a single chip seal at various locations as a pre-sealer prior to placing asphalt or as a surface seal. This item shall consist of crack sealing existing asphalt pavements on the streets shown on the Location Map and Exhibits. The work shall conform to ODOT 423 except that the crack width range specification in ODOT 423.07, second paragraph, shall not apply. All visible cracks shall be sealed. This item shall consist of removing unstable subgrade in areas of full depth pavement repair and placing stable materials and a geotextile geogrid in subgrade areas that are soft and require additional work to meet compaction requirements. This work shall consist of furnishing all labor, material, and equipment necessary to perform all operations for the application of an asphalt pavement surface treatment to the existing asphalt surface course. The rejuvenation of surface courses shall be by spray application of a cationic construction seal composed of petroleum oils and resins emulsified with water. This item shall be used for compensation for moving equipment, material and manpower to streets where asphalt repairs are directed, but not located on the streets shown on the work location map where asphalt resurfacing or repairs have been determined. This item is provided to compensate the Contractor for mobilizing to areas that have come up after the project has been bid. This item shall consist of maintaining traffic per ODOT 614 and as directed by the Engineer. All Maintenance of traffic required for all work / bid items performed as part of this contract shall be paid for under this bid item. No additional payment will be made for any maintenance of traffic.
