Site work and paving for a mixed-use development in Raleigh, North Carolina. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and transportation facility.
The Project consists generally of the following major items: Bus stop and site amenities, to existing and proposed bus stop locations as shown on the plans. The work will generally consist of clearing, grading, concrete pads and sidewalks, installing amenities, traffic control, and other related items. The Owner/City Council reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible and responsive Bidder, taking into consideration quality, performance and the time specified in the Bid Form for the performance of the Contract. With each request for Bidding Documents supply the following information: Company name, contact person, street address, phone number, and email address for Bidding point of contact; N.C. contractor's license with limitation and classification; indicate if the firm will be a Prime bidder, Supplier or Sub-Contractor. Question Deadline 05/09/2025 Questions received after may not be answered. Only questions answered by written Addenda will be binding. All questions about the meaning or intent of the Contract documents shall be submitted in writing to Michael P. Dioquino, P.E., Project Manager with DRMP, Inc. 5808 Faringdon Place, Ste 100, Raleigh, NC 27609, 919-760-1342 and email at mdioquino@drmp.com. Each proposal shall be accompanied by a Bid Bond payable to the City of Raleigh for an amount of not less than five percent (5%) of the total amount bid; or in lieu of the Bid Bond, the bidder may offer the bid deposit in the form of a cashier's check, or a certified check on a bank or trust company insured by the FDIC. The bid bond must be executed by a corporate surety licensed in North Carolina. The bid deposit may be held for a period of sixty (60) days pending award of the contract. Notification of award of contract shall be evidence of intent to contract and shall extend time for holding the contractor's bid surety for a time mutually agreed between the City of Raleigh and the bidder. A Performance Bond and a Payment Bond, each in the amount of one hundred percent (100%) of the contract price, with a corporate surety approved by the City of Raleigh, will be required for the faithful performance of the contract. Bidders shall provide certification that performance and payment bond sureties are licensed in North Carolina. Bid Security in the amount of five percent (5%) of the Bid must accompany each Bid and shall be subject to the conditions provided in the Instruction to Bidders. Furthermore, the City's goal is to contract or sub-contract thirteen percent (13%) of the contract amount to certified DBEs on federal procurement contracts. Pursuant to General Statutes of North Carolina Sections 143-128.2 and 143-131, and in accordance with City policy, the City of Raleigh encourages and provides equal opportunity for certified Minority and Woman-Owned Business Enterprise (MWBE) businesses to participate in all aspects of the City's contracting and procurement programs to include Professional Services; Goods and Other Services; and Construction. The prime contractor will be required to identify participation of MWBE businesses in their Bid, and how that participation will be achieved. All questions about the meaning or intent of the Contract documents shall be submitted in writing to Michael P. Replies will be issued by Addenda, mailed or delivered electronically to all parties recorded as having received the Bidding Documents. No oral interpretations will be made as to the meaning of the Contract Documents. Interpretation, if deemed necessary, will be in the form of a written Addendum by Wednesday, May 14 th, 2025.
