Construction of South Lake Regional Park Phase 1B, located on Max Hooks Road in Groveland, Florida, including, but not limited to, softball, little league, baseball, cricket/soccer fields, restroom concession building, storage building, renovation to existing building, picnic shelter, concrete walks, multi-use trail, boardwalks, fishing/kayak launch, retaining walls, concrete plaza, asphalt parking, final lift of asphalt on existing parking and roadways, final utility connections/lift stations, sports lighting & electrical, landscaping, and irrigation and miscellaneous associated work. Construction of South Lake Regional Park Phase 1B, located on Max Hooks Road in Groveland, Florida, including, but not limited to, softball, little league, baseball, cricket/soccer fields, restroom concession building, storage building, renovation to existing building, picnic shelter, concrete walks, multi-use trail, boardwalks, fishing/kayak launch, retaining walls, concrete plaza, asphalt parking, final lift of asphalt on existing parking and roadways, final utility connections/lift stations, sports lighting & electrical, landscaping, and irrigation and miscellaneous associated work. All work described herein must be substantially completed no later than March 1, 2026, unless an extension is approved in writing by the City. Technical specifications, drawings, geo tech reports, and bid form are attached. 2.3. Lump Sum Bid This project will be a lump sum bid with unit pricing and quantities to verify costs. Points shall be awarded in a decrease of 5% for each higher bid, i.e., lowest cost receives maximum number of points, next lowest receives 5% less, and so on until all proposals are scored. This scoring will be assigned by Procurement. Division within the Technical Specifications detail the bidding process; this section is also provided as a submittal and should be uploaded to the Cost section of the response. 2.4. Bid Bond A bid bond, in the amount of five percent of the total lump sum bid will be required. Proposers are to upload a copy of the bid bond with their proposal response. 2.5. Payment and Performance Bond A payment and performance bond will be required of the awarded contractor. 3.5. Exceptions to Terms and Conditions If the proposer desires to take exception(s) to any portion of the terms and conditions of this RFP, the exception(s) must be taken during the question and answer period. Exceptions noted within the response submittal will cause the response to be deemed non-responsive. 3.6. Withdrawal of Proposal Any proposal may be withdrawn until the date and time set in the timeline for the submission of the proposals. Any proposals not so withdrawn shall constitute an irrevocable offer, for a period of one hundred and twenty (120) days or until one or more of the proposals have been awarded. 3.7. Proposer Affirmation By submitting a proposal, the proposer affirms that the proposal is genuine and not made in the interest of or on behalf of any undisclosed person, firm, or corporation, and is not submitted in conformity with any agreement or rules of any group, association, organization, or corporation; the proposer has not directly or indirectly induced or solicited any other person to submit a false or sham proposal; the proposer has not solicited or induced any person, firm, or corporation to refrain from submitting a proposal; and the proposer has not sought by collusion to obtain any advantage over other persons or over the City. 3.8. Proposer Development Costs Neither the City nor its representative(s) shall be liable for any expenses incurred in connection with preparation of a response to the RFP. Proposers should prepare a proposal simply and economically, providing a straightforward and concise description of the proposer's ability to meet the requirements of the RFP. 3.9. Notice of Intent to Award The recommended short list of firms ranked highest to lowest will be posted for review by interested parties at the City of Groveland City Hall, 156 S. Lake Avenue, Groveland, Florida and will remain for a period of three (3) full business days. Failure to file a protest to the City by 5:00 PM on the third full business day after the posting date shall constitute a waiver of protest proceedings. 3.10. Protest Period Any actual bidder, proposer, or contractor who is aggrieved in connection with the notice of intent to award a contract (Protestor), where such grievance is asserted to be the result of a violation of the requirements of the Procurement Policies & Procedures or any applicable provision of law by the officers, agents, or employees of the City, may file a Protest with the Interim Finance Director. An initial Notice of Intent to Protest must be in writing and transmitted via email to the Interim Finance Director at pamela.brosonski@groveland-fl.gov within three (3) calendar days following the Notice of Intent to Award. This Protest Period begins the first full calendar day following the posting of the Notice of Intent to Award. Est. Value- $16,500,000 NOTICE OF SITE VISIT (OPTIONAL) This notice is to inform prospective bidders that an optional site visit will take place immediately following the mandatory pre-bid meeting for South Lake Regional Park Phase 1B - RFP 2025-005 Mandatory Pre-Bid Meeting Date: Thursday, May 8, 2025 Time: 11 am Location: E.L. Puryear Building / 243 S. Lake Avenue / Groveland, FL 34736 Optional Site Visit The site visit will follow the pre-bid meeting and will offer interested vendors an opportunity to observe current site conditions. While attendance is not mandatory, it is strongly recommended for firms intending to submit a response. Please note: No questions will be answered during the site visit.
