Renovation of an educational facility in Smithfield, Virginia. Completed plans call for the renovation of a educational facility.
Isle of Wight County is soliciting sealed proposals from qualified firms to establish a contract through competitive negotiations for Paul D. Camp Community College HVAC Replacement Smithfield Campus. Contractor shall provide all labor, superintendence, tools, equipment, testing, project safety, and other ancillary items necessary as identified to complete the improvements shown on Construction Plans prepared by Hickman-Ambrose, dated April 23, 2025. And Specification dated April 22, 2025. Contractor shall obtain all required permits. Contractor shall provide a warranty on all work for a period of one (1) year after final completion. All Work shall be completed in accordance with the 2021 edition of the Virginia Statewide Building Code. Mechanical: Remove all split-system air conditioning equipment from the 2nd floor spaces as shown on the drawings. This includes the roof mounted heat pump units and the horizontal air handlers suspended above the ACP ceilings. The make-up air ventilation equipment and ductwork will also be removed. Portions of the supply air ductwork within the rooms will remain for re-connection to new air conditioning systems. Existing space temperature controls shall be removed. Install owner supplied roof mounted, packaged air conditioning units with natural gas heating capability. Install owner provided roof curbs. Install structural support for the roof mounted equipment. New Gas meter will be provided. New ductwork shall connect to existing above the corridor ceilings. Provide a completely new Direct Digital Control system. DDC system shall be contracted with BAS Control Systems of Mechanicsville, Virginia. BAS Control Systems is the provider of the current standardized County buildings control systems. Complete Testing and Balancing (TAB) of the new air-side systems shall be provided. Electrical: Remove the existing branch circuit to each existing indoor/outdoor HVAC unit back to existing panels to remain for reuse to serve the new HVAC branch circuits. Remove existing roof top receptacles. Save the existing branch circuits for reuse. Provide new branch circuitry (conduit and conductors), between existing panels and new roof top units, sized based on the amperage rating of the roof top unit in accordance with the NEC. Provide new Nema-3R rated, fusible disconnect switches for each roof top unit with fuses sized in accordance with the manufacture's amperage rating of the roof top unit. Remove the existing circuit breakers in the existing panels, to be reused, serving the new roof top units. Specify new circuit breakers to be installed in place of the existing circuit breakers removed in the existing panels, sized in accordance with the manufacture's amperage rating of the roof top units. Provide a revised panel directory indicating the new circuit breakers serving the new roof top units. Provide new roof top weather resistant GFCI receptacles with in-use covers. Connect the receptacles to the existing branch circuit saved from demolition work. The County anticipates all work will be completed in 90 days from the issuance of the Notice to Proceed. Offerors are encouraged to carefully examine the IFB for discrepancies, errors, omissions or ambiguities. Questions concerning this project must be submitted through the Procurement Portal and must be received no later than 10:00 am, Friday, May 9, 2025. Contractor shall obtain all required permits. Contractor shall provide a warranty on all work for a period of one (1) year after final completion. The County reserves the right to reject any and all bids, and to waive any informality if it is determined to be in the best interest of the County. Requirements of the bid may not be waived.
