The Department of Veterans Affairs Loma Linda Healthcare System (VALLHCS) requires Solar Photovoltaic (PV) System Preventive Maintenance, Inspection, and Repair (PMIR) services for one base year and four option years. The facility operates five solar arrays totaling 1.421 MW-DC, located on carports and a parking garage structure. The contractor shall provide all labor, materials, tools, equipment, engineering, transportation, qualified personnel, supervision, and services necessary to manage, maintain, repair, clean, and optimize the solar PV system in accordance with manufacturer and industry standards. Services include system management (monitoring, alarm response, warranty administration, reporting), preventive maintenance (inspections, testing, cleaning), corrective maintenance, and training. The contractor must also provide monthly and annual energy production reports, maintain a Quality Control Program and Site-Specific Safety Plan, and comply with applicable regulations such as OSHA, NFPA, IEEE, NEC, and VA/VHA directives. Personnel qualifications include OSHA certifications and solar PV experience. The contractor is responsible for physical security, access control, and safeguarding government property.
