Description: The program wishes to engage a Contractor to perform consultative services to provide technical and substantive support in planning, budget, implementation, and reporting including, without limitation, special projects undertaken by the program in the County of Maui, such as but not limited to the Lahaina Elementary School, Replacement Facility project, and the new Kahului Civic Center project. Program Title: Public Works – Planning, Design, and ConstructionSOLICITATION FOR SPECIAL PROJECT MANAGEMENT SERVICESA.Title: Special Project Management ServicesB.Commodity Codes: 541330, Engineering Services; and 541611, Administrative Management andGeneral Management Consulting ServicesC.Description: The program wishes to engage a Contractor to perform consultative services to providetechnical and substantive support in planning, budget, implementation, and reporting including,without limitation, special projects undertaken by the program in the County of Maui, such as but notlimited to the Lahaina Elementary School, Replacement Facility project, and the new Kahului CivicCenter project.D.Background: The Public Works Division (PWD) of the Department of Accounting and General Services(DAGS) provides centralized planning (P), design (D), construction (C), and office leasing services. TheP-D-C services are sometimes termed as project delivery services. The great bulk of the program’sproject delivery work involves procurement and management of consultant and construction servicesusing the provisions of the Hawaii Revised Statutes (HRS) Section 103D and associated provisions ofthe Hawaii Administrative Rules (HAR). Projects undertaken by the program take the predominateform of the traditional design-bid-build (DBB) project delivery method, and the internal capabilities ofthe program have been developed to service that predominate model. From time to time, theprogram is also called upon to procure and manage projects utilizing project delivery methods otherthan DBB, including the design-build (DB). Therefore, the program seeks to engage those specializedskills of a Contractor required to support the program’s involvement in the project procurement andmanagement of various special projects in Maui County.E.Required Qualifications and Expertise: The selected Contractor shall possess the following:•Extensive knowledge of the Capital Improvement Program (CIP) project delivery methods, bothconventional and otherwise, used by the Department of Accounting General Services (DAGS)Public Works Division (PWD).•Extensive knowledge of ongoing CIP projects being undertaken by DAGS PWD, including but notlimited to the Lahaina Elementary School, Replacement Facility project, and the new Kahului CivicCenter project, and administration of said projects.•Expertise in the processes used by DAGS PWD to initiate and administer new CIP projects forinternal and external users.•Demonstrated experience in establishing and maintaining effective outreach with communitiesand stakeholder groups related to projects undertaken by DAGS PWD to initiate new CIP projectsfor internal and external users.•Demonstrated ability to effectively participate in project meetings including Owner-Architect-Contractor (OAC) meetings, and monitor and report on project delivery status.F.Scope of Basic Services: The Contractor shall, in a proper and satisfactory manner as determined bythe Public Works Administrator and in accordance with the terms and conditions of this Agreement,provide and perform on behalf of DAGS the Basic Services generally described below:•Perform services to support project delivery of various special projects in Maui County includingbut not limited to the Lahaina Elementary School, Replacement Facility project, and the newKahului Civic Center project.•Coordinate and participate with others to perform and report on community and stakeholderoutreach and promotion of key CIP projects undertaken by DAGS PWD and its user agencies.•Advise DAGS on the administration and initiation of existing and new CIP projects.•Participate in and represent DAGS-PWD in project meetings including OAC meetings, and tomonitor and report on project delivery status for DAGS-PWD.In addition to the Basic Services, DAGS may request, or the Contractor may propose for DAGS’approval, Additional Services.G.Terms and Conditions: This agreement shall be governed by the terms and conditions of HRS 103D asset forth in AG-008, which provisions are incorporated herein by reference.H.Duration of Services: The initial agreement shall have a term extending from the date the agreementis fully executed through June 30, 2026. In addition to the initial term, DAGS and Contractor mayjointly agree to up to five (5) subsequent one-year terms provided the agreement for each such subsequent term shall be fully executed no later than the last business day of the preceding term.I.Compensation and Payment Schedule: Contractor shall be compensated for the performance ofBasic Services at an hourly rate to be mutually agreed upon by Contractor and DAGS plus Hawaii General Excise Tax (GET) including surcharges applicable to Maui County for the period extendingthrough June 30, 2026. For the performance of Basic Services throughout the term of the initial agreement, total not-to-exceed Basic Services compensation shall be established and shall beinclusive of GET. DAGS anticipates that Contractor may perform up to thirty (30) hours of Basic Services per week on average during peak activity periods, and no more than twenty (20) hours ofBasic Services per week on average during the remainder of the term of this initial agreement.In addition to the compensation for the performance of Basic Services, an allowance for AdditionalServices and Reimbursable Expenses (ASRE) will be established, to fund the performance of suchAdditional Services as DAGS may require as well as reimbursement to the Contractor for expensesaccrued in the performance of Basic Services and/or Additional Services as approved by DAGS. TheContractor’s performance of Additional Services shall be compensated at the same hourly rate as therate of compensation for the performance of Basic Services. Reimbursable Expenses may include, butare not limited to, Contractor’s expenses of parking required for the performance of services,registration fees for conferences and similar events DAGS requests the Contractor to attend, traveland expenses associated with the performance of services, and all other expenses incurred with DAGSapproval.Hourly rates and annual budgets for any subsequent term(s) shall be agreed upon by the Contractorand DAGS.Contractor shall invoice monthly or at such other periods as DAGS and Contractor shall jointly agree.Each invoice shall detail the number of hours expended in the performance of Basic Services and thetasks accomplished for each project on which such Basic Services were performed during the invoicedperiod; the number of hours expended in the performance of Additional Services and the tasksaccomplished for each project on which such Additional Services were performed during the invoicedperiod; and any Reimbursable Expenses incurred by Contractor during the invoiced period or any priorinvoiced period.Submittals Required in Response to This Solicitation:Respondents to this solicitation shall provide documentation demonstrating satisfaction of theRequired Qualifications and Expertise set forth in Section F of this solicitation.Award:Award shall be made at DAGS sole discretion based on assessment of the documentation submittedby each respondent to this solicitation and such other information as may be generally available.
