DCS Simulator for Whelan Energy Center, Unit 2 The expected contract award date is June 25 For the High Fidelity DCS Simulator at Whelan Energy Center, Unit 2, Public Power Generation Agency, Hastings, Nebraska. PPGA is accepting bids for replacing the DCS Simulator at Whelan Energy Center, Unit 2 (WEC2), at 4520 East South Street in Hastings, Nebraska. This plant consists of a coal fired B&W drum-type steam boiler with a Toshiba steam turbine generator. The Bidder is encouraged to visit the site prior to submitting a bid. The Bidder shall inform themselves of all conditions and factors which would affect the execution of the work. No claims for financial compensation or time extension, based on the lack of such prior information (or its effect on the cost of the work) will be permitted by the Owner. The work shall begin immediately after contract execution and be completed and invoiced before December 31 st , 2026. 3.003 General Design Criteria and Features. The Contractor shall provide one power plant simulator system for operator and I&C training as defined: o The simulator will be designed for the primary DCS and other major systems where possible. o The simulator platform will support both real DCS controllers as well as Virtual Controllers running on the same network. o The simulator will be designed to use a copy of the primary DCS controls without translation or emulation. o The simulator will be configured and parameterized based on plant-specific data of WEC2. The system will simulate the plant operating modes including, but not limited to, startup checks, startup (hot and cold), shutdown, load control, normal operation, and specified abnormal and emergency operating conditions. The extent of simulation will closely mimic the operation of WEC2 and adhere to ANSI/ISA-77.20.01-2012. o The simulator will be capable of training operators under various conditions such as startup and shutdown of the simulated plant as well as information acquisition and diagnostic skills. Practice in the recognition of equipment malfunctions, the correct response, and using emergency procedures to isolate the failures, will form an important component of the simulator-based training program. o The simulator will be capable of demonstrating existing operating procedures and validating new procedures. o The simulator will be capable of demonstrating the effect of equipment malfunctions on unit performance. o The functional fidelity of the simulated WEC2 plant will provide a realistic indication of plant parameters during steady state operation and during periods of dynamic response to equipment operation, control actions, and malfunctions. The simulated plant fidelity will be sufficiently high to ensure that operator response to simulated plant parameter values will result in an effect that closely resembles the actual plant when performed under the same conditions. o The simulator will present to the control room operator the exact operator interface, including the graphic displays. o The simulator will be capable of providing the necessary information to allow the instructor to evaluate the trainee's performance. The parameters that are to be measured will be capable of being adjusted at the Instructor Station. The Trainee Proficiency System will be capable of displaying and printing the results of the students' performance. o Simulator stations used for training and maintenance typically will consist of an Operator Training Station, an Instructor Station, and a ha Each proposal shall be accompanied by a cashier's check, certified check on a solvent U.S. commercial bank, or a bid bond in an amount or not less than five percent (5%) of the fetal bid Such check or bid bond shall be contained in a separate envelope attached to bidder's proposal. Proposals will be considered only from those bidders who are qualified by previous experience in performing work ot this type, scope and complexity specified. Bidders without previous successful work history with Hastings Utilities or PPGA will be required to prequalify by submitting information concerning their organization, experience, and financial status as requested the bidding instructions. The PPGA reserves the right to accept the bid which best suits its needs whether the price is the lowest or not, to reject any or ail bids, and to waive any informalities. No proposai may be altered, withdrawn or resubmitted within 60 days after the date set for the opening of proposals.
