Site work and paving for a civil project in Kenosha, Wisconsin. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

Project Description 150 copper water service installations (1-inch typical); including public-side replacement, private-side replacement, and full-length replacement. Pavement restoration, landscaping restoration, property owner outreach and coordination, traffic control. Each bid must contain the full name of every person or company interested in the same and must be accompanied by a contract and bid bond, a certified check, or a bank cashier s check, in the sum of five percent (5%) of the bid, payable to the Kenosha Water Utility as a guarantee that if the bid is accepted, a contract will be entered into and its performance properly secured within fifteen (15) days of the award of contract. Should any bid be rejected, such check will be forthwith returned to the bidder, and should any bid be accepted, such check will be returned upon the timely and proper execution and securing of the contract. In case the successful bidder shall fail to execute the contract and performance bond, the amount of the bid bond or check shall be forfeited to the City as liquidated damages. The form provided for "Bidder's Proof of Responsibility" shall be completed and returned to the General Manager not less than five (5) calendar days before the date of bid opening. The successful bidder shall be required to furnish Worker s Compensation and Liability Insurance as enumerated in the specifications. The contract awarded under this advertisement for bids are expected to be funded completely or in part by a loan from the Safe Drinking Water Loan Program (SDWLP). This procurement will be subject to regulations contained in NR 162.09 and NR 166.12 Wisconsin Administrative Code and appropriate state statutes, including Section 281.61 of the Wisconsin state statutes. 1. Davis-Bacon: The work for this project is subject to the Davis-Bacon and Related Acts (DBRA) compliance provisions. The contractor shall use the Prevailing Wage Rate shown in the Davis-Bacon Wage Rate Tables issued by the U.S. Department of Labor Wage and Hour Division. The successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts. 2. The work for this project is subject to all federal-equivalency provisions, Use of American Iron and Steel requirements as contained in Section 436 of H.R. 3547, The Consolidated Appropriations Act, 2014, and the Build America, Buy America Act ("BABA") of the Infrastructure Investment and Jobs Act ( IIJA ), P. L. No. 117-58, 70901-52. See section BUILD AMERICA BABA FAQS on page 59 for the EPA memo on BABA . Recipients of an award of Federal financial assistance from a program for infrastructure are hereby notified that none of the funds provided under this award may be used for a project for infrastructure unless: a. All iron and steel used in the project are produced in the United States--this means all manufacturing processes, from the initial melting stage through the application of coatings, occurred in the United States. b. All manufactured products used in the project are produced in the United States this means the manufactured product was manufactured in the United States; and the cost of the components of the manufactured product that are mined, produced, or manufactured in the United States is greater than 55 percent of the total cost of all components of the manufactured product, unless another standard for determining the minimum amount of domestic content of the manufactured product has been established under applicable law or regulation. c. All construction materials are manufactured in the United States this means that all manufacturing processes for the construction material occurred in the United States 3. Disadvantaged Business Enterprise (DBE) Program contractors, including MBE s and WBE s, are encouraged to submit bid proposals. If any subcontracting is done, the prime contractor must make a Good Faith Effort to solicit bids from qualified DBE firms, including MBEs and WBEs. Prior to the award the City will be reviewing the Contractor s submittals in order to meet the qualifications under minority-owned or woman-owned business. In addition, the City encourages MBE s and WBE s to submit Bid Proposals The Kenosha Water Utility reserves the right to reject any or all bids, or to accept any bid considered most advantageous to the Kenosha Water Utility.
