Project Scope Task A: Project Planning & Coordination The selected consultant will work cooperatively with NVCOG, CT DEEP, the City of Bristol, the City of Waterbury, the Town of Wolcott, and the Steering Committee to develop the Mad River Watershed Based Plan. This task will include: A.1) Monthly check-in meetings with NVCOG staff to provide progress updates, address challenges, and respond to Steering Committee guidance. The consultant will create agendas and keep minutes for each meeting, to be provided to NVCOG upon request. A.2) Additional project meetings as requested by DEEP. A.3) Submission of quarterly reports to NVCOG. Reports will be due on June 1, September 1, December 1, and March 1. A.4) Provision of all necessary information and updates to DEEP to comply with Clean Water Act Section 319 reporting requirements for EPA, including Grants Reporting Tracking System (GRTS) worksheets. Task B: Quality Assurance Project Plan (QAPP) The selected consultant will develop a QAPP for the work conducted in Task C of this scope involving collection, analysis, and/or manipulation of environmental data. No work related to Tasks C - F may begin before an EPA-approved QAPP is in place. It is imperative that the QAAP is produced in a timely manner to allow the commencement of data collection. This task will include: B.1) Development of a QAPP in conformance with EPA guidelines. B.2) Submission of an initial draft QAPP to NVCOG and DEEP for review. B.3) Incorporation of comments from NVCOG and DEEP; incorporation of comments from EPA into a subsequent draft; finalization of QAPP incorporating all comments. B.4) Submission of final QAPP to NVCOG, DEEP, and EPA for approval. B.5) Completion of all other project tasks in conformance with the EPA-approved QAPP to confirm the validity and integrity of the data produced. Task C: Existing Conditions Report The selected consultant shall develop an Existing Conditions Report which contains a summary of existing information about the watershed, a summary of field assessments, and a summary of water quality data. This task will include: C.1) Development of a draft report that includes, at minimum, the following information: C.1.a.) Summary of existing information for the Mad River Watershed, which shall include, but is not limited to, the following: i. Water quality monitoring data from DEEP, federal, and local agencies; ii. Total Maximum Daily Load (TMDL) analyses; iii. Municipal stormwater plans; iv. Other relevant plans, studies, and reports; and v. Detailed list of all information sources C.1.b.) Summary of the field assessments, which shall include, but is not limited to, the following information: i. Determination of appropriate field assessment methodologies, in consultation with DEEP; ii. Identification of priority stream reaches/sub-watersheds; iii. Map(s) of the priority area(s); iv. Data summary of field assessments in the priority area(s); v. Identification of causes and sources of NPS-related water quality impairments; and vi. Identification of areas for potential implementation strategies. C.1.c) Summary of water quality data collection, which shall include surface water samples data collected in the Mad River watershed and an analysis of surface water samples data for water quality parameters. C.2) Submission of an initial draft Existing Conditions Report to NVCOG and DEEP for review. C.3) Incorporation of comments received from NVCOG and DEEP into the draft Report and resubmission of revised Report to reflect feedback received. C.4) Submission of final Report to NVCOG and DEEP for approval. C.5) Submission to DEEP of (a) documentation that the analyzed sample results were uploaded to EPA's WQX data web portal; and (b) an electronic spreadsheet of analyzed sample results. Task D: Implementation Strategy Report The selected consultant shall develop an Implementation Strategy Report with a vision statement and five (5) conceptual implementation strategies. This task will include: D.1) Development of an Implementation Strategy Report, which shall include but is not limited to: D.1.a) A vision statement and goals based on input from project partners, CT DEEP, and public meetings D.1.b) A minimum of six (6) conceptual implementation strategies (two for each municipality), each of which must contain: i. Concept-level site sketches ii. Best management practices iii. Pollution reduction estimates iv. Potential community benefits v. Cost estimates D.2) Submission of an initial draft Report to NVCOG and DEEP for review. D.3) Incorporation of comments received from NVCOG and DEEP into the draft Report and resubmission of revised Report to reflect feedback received. D.4) Submission of final Report to NVCOG and DEEP for approval. Task E: Watershed Based Plan The selected consultant shall develop a Nine Element Watershed Based Plan for the Mad River Watershed. This task will include: E.1) Draft of an Nine Element Watershed Based Plan in conformance with EPA guidelines. E.2) Submission of an initial draft Plan to NVCOG and DEEP for review. E.3) Incorporation of comments received from NVCOG and DEEP into the draft Plan and resubmission of revised Plan to reflect feedback received. E.4) Submission of final Plan to NVCOG and DEEP for approval. Task F: Public Education, Outreach, and Communications The selected consultant will work closely with the Mad River Watershed Steering Committee ("Steering Committee"), which will guide the direction and development of the deliverables in all tasks. The Steering Committee will contain representatives from NVCOG, CT DEEP, the City of Bristol, the City of Waterbury, the Town of Wolcott, and other environmental stakeholders. The Steering Committee is envisioned to meet on a monthly or quarterly basis; additionally, approximately two public meetings will be held to receive feedback on work products. This task includes: F.1) Organization of at least two public meetings to receive input on the Implementation Strategy Report and the WBP. F.1.a) Preparation of agendas and associated documents to be publicized before the meeting. Draft documents must be made available to the public at least two weeks ahead of time. F.1.b) Reservation of an ADA-accessible meeting space with AV capabilities to hold a hybrid public meeting. F.1.c) Documentation of attendees and meeting minutes. F.1.d) Incorporation of pertinent public comments into the final documents. F.2) Attendance at Steering Committee meetings, including following up on action items as directed by the Committee.
