To provide CxA services for the Project. The successful respondent will act in the City's best interests and work in conjunction with the Project Architect, General Contractor, and WDC. The estimated building's square footage is 75,000 as listed below: 1. First Floor 16,516 SF. 2. Second Floor 16,516 SF. 3. Third Floor 16,516 SF. 4. Fourth Floor 7,965 SF. 5. Basement 16,516 SF. 6. Penthouse 702 SF. The Project will include envelope improvements, window replacements, full MEPFP system replacement including the implementation of air conditioning and controls, a new roof, elevators, and some interior renovations . The commissioning agent will coordinate on any Project electrical upgrades, fire alarm panel, plumbing, HVAC, sprinkler, and elevators. The building will be unoccupied beginning in the Fall of 2025 through Project completion. The IT Server Room needs to stay online throughout the Project's duration. The commissioning agent should anticipate a review of phases as they come online prior to the Project's anticipated completion in December of 2027. The CxA will plan, manage, perform, and report on the commissioning activities, utilizing the reporting formats and standardized forms provided by the CxA whenever required. The CxA will submit deliverable reports to the City according to an agreed-upon commissioning services schedule. All commissioning tasks shall be conducted in a transparent manner with the involvement of City officials, including the building engineer and operations staff. All information required to meet the State of Connecticut's building code along with conformance with Connecticut High-Performance Building Standards. Full design documents and specifications are being developed by Friar Architecture. The construction documents will be released, bid and a general contractor selected to complete construction. The City will engage the CxA, which report directly to the WDC as its project manager and representative. The commissioned systems shall include all systems required by the Connecticut High- Performance Building regulations, including, but not limited to: 1. Heating, ventilation, air conditioning, and refrigeration systems and associated Controls; 2. Lighting and day-lighting controls; 3. Domestic hot and cold-water system; 4. Sprinkler system 5. Renewable energy systems; 6. Energy management system; 7. Emergency power system; and 8. Building envelope system. All questions and communications about this Request for Qualifications and submission requirements must be directed through the City of Waterbury procureware website and must be received by 2:00 P.M. on June 2, 2025.
