Site work and environmental remediation for a municipal facility in Waterbury, Connecticut. Completed plans call for site work for a municipal facility; and for environmental remediation for a municipal facility.
The Site consists of two adjoining parcels including the northernmost parcel known as 359 Mill Street (359 Mill) and the southernmost parcel known as 777 South Main Street. The first portion of the Site, 359 Mill is a 1.29-acre parcel owned by the City of Waterbury which is primarily occupied by a 4,500-square foot metal building constructed in 2019. The remainder of the property is mainly occupied by paved parking and landscaping associated with the recently constructed building. The second portion of the Site, 777 South Main, is an irregularshaped, 1.96-acre, City-owned, which was previously developed with a historical industrial facility, is currently vacant with the exception of several concrete slabs, foundation remnants and basement areas remaining from the former site structures There will be two phases: Phase I is the remediation and Phase II construction. Phase I Remediation- The scope of work consists of the excavation and replacement of impacted soils and the use of clean fill material rendering the properties in compliance with Remediation Standard Regulations. Site remediation is designed to address: Polychlorinated Biphenyls ("PCB"), Heavy Metals, Semi-Volatile Organic Compounds, and Petroleum Hydrocarbons. The work will be administered by our Licensed Environmental Professional (LEP)- WSP Consultants. Phase II Construction- This is the future scope of work where the City intends to install few greenhouses at Food Hub and redevelop 777 S Main with a pavilion and a cafe. Phase II is not included in this ITB. Bids shall be submitted in accordance with the Instructions to Bidders and be accompanied by a Bid Security in the amount of ten percent (10%) of the Total Bid Price, made payable to the City of Waterbury. Additionally, if the awarded contract has a total cost greater than $50,000, the successful bidder must provide a one hundred percent (100%) performance bond with a surety, and in a form, acceptable to the CITY. A one hundred percent (100%) Labor and Material Payment Bond and/or other additional security with a surety, and in a form, acceptable to the CITY must also be provided. The proposals shall remain effective for ninety (90) days from Bid opening, Saturdays and Sundays, and legal holidays excluded. A deposit shall be furnished in accordance with the Instructions to Bidders. After review of the factors set forth in the Instructions to Bidders, the CITY reserves the right to reject any and all Bids, to make an award, or to decline to make an award. The CITY will issue written clarifications or interpretations by Addenda online at the CITY's ProcureWare website not later than June 10, 2025, 2:00PM. A. The Project "REMEDIATION OF 777 SOUTH MAIN AND 359 MILL STREETS" consists of the excavation and replacement of impacted soils and the use of clean fill material rendering the properties in compliance with Remediation Standard Regulations. B. The following generally describes the proposed scope of work. Refer to the complete set of Drawings and Specifications for more complete information. 1. Mobilization: The work under this item shall include all personnel and equipment necessary for mobilization and demobilization, and administrative costsincluding bonding, schedule, the movement of all the contractor's storage facilities, safety fencing, site security features, maintenance and protection of traffic, transport of equipment to and from the project site, construction staking, as shown on the drawings and necessary to the performance of the work as shown and in accordance with the Contract Drawings and Technical Specifications. The contractor shall assume one day of test pits is needed prior to the start of work to collect waste characterization samples 2. Sedimentation and Erosion Controls: The work under this item shall include all materials, equipment and labor for the installation and maintenance of a construction entrance pad and sedimentation and erosion controls, including but not limited to construction entrance,sediment filter fence, hay bales, and inlet protection required either by the plans, or City staff or assigned representative, in accordance with the Contract Drawings and Technical Specifications. 3. Environmental Remediation: The work under this item shall include for the remediation in accordance with Section 02 6000 and attachments in the Contract Documents and applicable regulations, including health and safety, plan preparation, certifications, wastewater discharge permitting, temporary controls, temporary stockpiling facilities, monitoring, sampling, coordination, excavation, handling, transportation, and off-site disposal, in accordance with the Contract Drawings and Technical Specifications. 4. Earthwork, Grading and PCB Cap Allowance: The work under this item shall include all materials, equipment, and labor to perform necessary import, placement, compaction and grading operations as shown on the Contract Drawings and described in the Technical Specifications. Work under this item shall include all rough and fine grading brought to the subgrade elevation required prior to the application of stone base material, processed stone or topsoil as shown in the contract documents. The contractor shall include an allowance if PCBs require a concrete cap below grade. 5. Site Stabilization: The work under this item shall include all materials, equipment, and labor to install areas of conservation mix seeding, furnishing and placement of topsoil, seeding and establishment for disturbed areas from remediation, or contractor equipment. This work is shown on the Contract Drawings and described in the Technical Specifications. 6. Incidental Work: Perform all incidental work items required to complete the work as shown on the Drawings and as called for in the Specifications. Incidental work shall be defined as all work not otherwise specified but obviously necessary for the proper completion of the work, including, but not necessarily limited to, permitting, meetings, submittals, mock-ups, exploratory excavations, construction layout, measurements, general project coordination, health and safety, and project documentation. 7. Protection for the public, building, grounds from damage during this contract is always the responsibility of Contractor for this project. Final completion shall be no later than 150 days upon Notice to Proceed.
