The City of Waterbury, on behalf of "NEST", is seeking a General Contractor/Construction Manager to provide construction services for the Adams Street Redevelopment Phase II. Background and Intent Adams Street Phase II is part of the Crownbrook Homeownership Initiative Redevelopment Plan, Known as CHIRP. Phase II involves construction of four 2- family owner occupied houses at 8, 16, 19 and 24 Adams Street. Scope of Service shall be based on Services of a Construction Manager at Risk. The CMAR shall provide a Guaranteed Maximum Price (GMP) which shall include all costs associated with the Project and shall be responsible for: 1. Pre-Construction Services a. The CMAR shall review the Plans and Specifications Prepared by the Architect and make recommendations as to constructability of the Project. b. The CMAR shall make recommendations to Owner as to alternate methods and materials to construct the Project in a manner which meets the Owner's goals. c. All building and other permits required by the City of Waterbury to allow for the construction of the Project are the responsibility of the Construction Manager. d. Provide all necessary documentation to receive approval from Connecticut Commission on Human Rights and Opportunities and ensure that any subcontractors comply with CHRO requirements as well. See Section M. of this RFP for further details. e. Participate in meetings, provide data and documentation and related activities associated with closings of financing for the Project 2. Construction Period Services a. Develop Pre-qualification standards for all trade bids b. Prepare bid specification packages which are designed to encourage bidding by State certified MBEs, WBEs, SBEs and Veteran owned Enterprises and Waterbury based businesses. When preparing bid packages, please coordinate with the City of Waterbury Purchasing Department for posting of all bid packages. c. Prepare and manage bidding to select all Subcontractors and material suppliers. d. Enter into contract with all subcontractors and suppliers. Ensure all necessary licenses, insurance requirements and other certifications are in place before subcontractors begin work. e. Provide and regularly update Construction Schedules f. Manage all aspects of the Construction of the Project g. Coordinate with the City of Waterbury as necessary regarding City Provided Public Improvements in Adams Street. h. Maintain all required records, including but not limited to plans and specifications, interpretations, RFIs, sketches, inspection reports, warranties, and guaranties and similar documentation and provide to Owner at Project completion. i. Provide all documentation required for billing including lien waivers, Good Jobs documentation and similar materials. j. Review and recommend action related to proposed change orders. k. Any and all other responsibilities typical of a Construction Manager at Risk. The agreement period for any contract or purchase order resulting from this RFP is anticipated to be 18 months.
