WTP Feasibility Study Ground Water Work includes the following partial listing: Complete feasibility study in phases, to determine the most viable options for providing future safe drinking water to the residents of Jackson and adhering to high standards of the City of Jackson, EPA and EGLE. Scope of Work Phase I: Alternative and Cost Analysis Phase I will provide a feasibility and cost analysis for remedying the contamination issues and will consider at a minimum: Developing a new well field Protecting or adapting the existing Mansion Street well field Incorporating PFAS removal into the water treatment process Connecting to another nearby system and/or pursuing other regional alternatives Phase II: Evaluation of Mansion Street Well Field Some of the wells in this location showed detectable levels of PFAS contamination. This phase will evaluate some of the factors potentially contributing to the PFAS in City wells, well construction, well operation, and contaminant fate and transport. Specific Tasks include: Identifying additional hydrogeologic information needed to assess the extent and fate and transport of the Michner Plating contamination plume Modeling fate and transport of the Michner Plating site and other nearby contamination plumes should the Mansion Street wells, and existing treatment plant continue to operate If the review of historic data completed during Phase I indicates the Mansion Street wells may be susceptible to contamination due to well construction, this phase may include down-hole video and/or geophysical investigation of the Mansion Street well casing and well seal conditions Identifying alternatives for continued use of the Mansion Street well field, such as rehabilitating existing wells and/or installing new wells Phase III: Identification of New Well Fields If Phase I identifies a new well field as a preferred alternative, Phase III will commence to determine potential locations for a new well field. This may be in the Sharp Park area, other property within the City, or property in the surrounding area. Tasks include: Groundwater resource evaluation and map creation, including compilation of existing hydrogeologic and land ownership data Exploratory drilling and pump tests, which will provide general yield characteristics of the aquifer and allow groundwater sample collection Compliance and permitting review with EGLE to determine whether to move forward with further well site testing Test-production well drilling and aquifer testing Phase IV: Feasibility Report Development and Compilation In Phase IV, the City's consultants and engineers will document the results of Phases I-III in a report to be presented to the City and EGLE. This report will include an executive summary, narrative of the work performed and associated findings, and relevant tables, maps, and figures. A brief executive summary presentation will also be provided. Phase V: Public Outreach and Engagement To fully assess the future success of the municipal water system, public outreach must be completed to ensure the new system will be well-received by the community and that future users will be willing to participate in the system. Tasks include: A kickoff survey will be created and advertised to assess the interest of the public in the selected alternative - Survey results will be compiled, and possible themes or correlations will be identified A public outreach and engagement meeting will be conducted to inform and engage the public on the City's future plans for the drinking water supply - Public comment will be encouraged and taken into consideration NOTE: *Should funds be available after completion of Phase I to Phase IV, Phase VI would commence. * Phase VI: Investigate Well Fields, Test Treatment and/or Municipal System Design If funds are available after completion of Phases I to III, available funds will be used for: Further investigation of the existing and/or proposed well fields Pilot testing of additional treatment and/or Initial design of new municipal water treatment and distribution facilities The City of Jackson does not discriminate on the basis of race, religion or national origin, color, age, sex, height, weight, marital status, and physical or mental disability as to: access, availability, employment, or participation in any of its programs and activities. Question Deadline 05/23/2025 at 11:00 AM ET No oral interpretation will be made to any Consultant as to the meaning of the Document or any part thereof. Consultant shall submit all inquiries regarding this solicitation via electronically. Please note the deadline for submitting inquiries. All answers to inquiries will be posted electronically. It is the responsibility of the bidder to check online for answers to inquiries. Any interpretation made to a Consultant shall be in the form of an Addendum to the Documents and, when issued, will be on the e-Procurement Portal at least five (5) calendar days before the proposals are opened. All such Addenda shall become part of the Contract Documents and all Consultants shall be bound by such Addenda, whether or not received by the Consultant. The City of Jackson may consider as irregular any proposal on which there is an alteration of or departure from this format, and at its option may reject the same. Each Consultant shall include in its COST PROPOSAL, in the format requested thereof, the cost of performing the work. The prices set forth in the proposal by the Consultant shall remain effective for 90 days from the time proposals are opened. AWARD OF CONTRACTS / REJECTION OF PROPOSALS The City of Jackson reserves the right to reject any and all proposals and to waive any irregularity in proposals received whenever such rejection or waiver is in its best interests. The Consultant to whom the Award is made will be notified at the earliest possible date. The City of Jackson reserves the right to consider as unqualified to perform the Contract any Consultant who does not habitually perform with its own forces at least fifty (50%) of the work involved Any contract awarded pursuant to this RFP shall be for a period ending phase I through IV completed by November 1, 2026, and all phases for this grant are to be completed by November 1, 2027, or until project completion, whichever is earlier. The City of Jackson reserves the right to cancel this RFQP at any time, without penalty. The method of Contractor Selection has not been Determined at this time.
