Albertson Water District - PFAS Treatment at Well 1 This project consists of three separate contracts for compliance with Wicks Law and generally consists of the construction of a new granular activated carbon facility including a building enclosure and new piping, valves, chemical treatment, and all appurtenances and accessories as shown on the Drawings and specified herein. The work also includes all associated connections to the existing well at the site, power, controls, SCADA, all wiring and devices, site paving and restoration, and other utility work as shown and called for in conformance with the Contract Documents. Contractors shall comply with all NYS Environmental Facilities Corporation (NYS EFC), Minority/Women's Business Enterprise (M/WBE) and Service-Disabled Veteran Owned Business (SDVOB) Program requirements as well as applicable Town, County, State and Federal Laws and Regulations. All questions must be submitted, in writing, to Diana Young, no later than 4:00 p.m. on Friday, May 16, 2025. Questions must be sent via email to dyoung@dbeng.com. Each Bid must be accompanied by a certified or bank cashier's check made payable to OWNER, or a Bid Bond issued by a surety licensed to conduct business in the state where the Project is located and having a Best Rating of A- or better from A.M. Best Company and named in the current list of "Companies Holding Certificates of Authority as Sureties on Federal Bonds and as Acceptable Reinsuring Companies" as published in Circular 570 (amended) by the Financial Management Service, Surety Bond Branch, U.S. Department of the Treasury, in an amount not less than five percent of the amount of the Bid submitted. This project is to be funded in whole or in part using funds from the New York State Environmental Facilities Corporation (NYSEFC). All projects funded by the NYSEFC must conform to the goals stated in NYS Executive Law - Article 15 A and 17 B. The Contractor will agree to make documented "good faith efforts" to utilize a combined goal of 30% Minority Business Enterprise(s) and Women's Business Enterprise(s) for this project; and a 6% Service-Disabled Veteran Owned Business goal. The OWNER reserves the right to reject any or all of the Bids received, to readvertise for Bids, to abandon the project, to waive any or all informalities in any Bid received and to accept any proposal which the OWNER decides to be for the best interest of the OWNER. Contract No. 5830G, General Construction Contract No. 5830E, Electrical Construction Contract No. 5830P, Plumbing Construction The work to be completed under three contracts, Contract 5830G - General, 5830E - Electrical and 5830P - Plumbing includes, but may not be limited to, the following, as shown on the Contract Drawings, specified herein and as required for a complete installation. Site Work o Removal of utilities, asphalt paving, concrete, soil, curbs and landscaping. o Clearing and grubbing. o Removal of existing drywell structures in the footprint of the new GAC Building, including complying with all regulatory requirements. o Earthwork, grading, furnishing and installing topsoil and seed, construction of drop curbs, curbs and sidewalks, new full depth asphalt pavement, construction of concrete pads, construction of chemical transfer pad, and site restoration. o Installation of new bollards o Site drainage improvements and furnishing and installing new drainage structures and blowoff pit. o Installation of a new natural gas service, including all appurtenances. o Sedimentation and erosion control. o Final site restoration. GAC Building o Construction of the proposed GAC building foundation, floor slab and walls. o Installation of masonry brick and block building, doors, windows, louvers, and associated HVAC equipment, heating systems and all accessories and appurtenances. o Installation of GAC system and concrete foundation pads. o Providing and installing all additional process equipment, all interconnecting piping, valves, appurtenances and accessories, analyzers, instrumentation, calcium hypochlorite chemical treatment system and safeties, control systems, SCADA improvements, control panels, security and alarm systems, electrical service and switchgear, and lightning. o Installation of grounding loops and lightning protection system. Well 1 Building o Providing and installing booster pump and motor and all appurtenances. o Providing and installing new circuit breaker compartments in MCC. B. All components, appurtenances, accessories, pipes, valves, conduit required for a complete and operational system shall be included in the work of this contract to provide a complete installation for startup, commissioning, training and be ready to be placed into service upon receipt of approvals from NCDH and NYSDOH.
