Location, Description, and Completion of Work: This project is located in the City of Folsom, Sacramento County, within the community of Mangini Ranch located in the Folsom Plan Area. The work to be done is shown on the Plans, and generally consists of, but is not limited to, furnishing all labor, materials, and equipment to construct approximately 2.3 miles of Class I trails on existing rough graded alignments as shown on the plans. This includes but is not limited to all trenching and backfilling; all piping; all paving, retaining walls and at-grade improvements; all structural facilities, all geotechnical work, all site work and grading; subgrade and paving; tree protection; storm pipe and drainage improvements; erosion control; and all miscellaneous work as shown on the Contract Documents, including plans, specifications, and special provisions and included for the project. All work shall be completed within 180 working days after the date of the written Notice to Proceed from the City. Working hours are further described in other sections of thes specifications and shall not be performed by the Contractor on weekends or City designated holidays unless expressly permitted by the City of Folsom. Contractor's License Requirement: In accordance with the Provisions of California Public Contract Code Section 3300, the City of Folsom has determined that the Contractor must possess a valid Class A General Engineering License, a Class B License, and all other classes required by the categories and types of work included in this contract at the time of contract bid. Failure to possess the specified license shall render the bid non-responsive and shall act as a bar to award of the contract to any bidder not possessing said license at the time of bid. Business License: The Contractor must comply with all of the requirements of the City Business License Ordinance, where applicable, before beginning work and through Contract Acceptance. Bidder Questions: All bidders' questions shall be submitted in writing to the City of via email at the contact information provided below. No verbal responses to any questions concerning the content of the Plans and Contract Documents will be given. All responses will be in the form of written addenda to the Contract Documents and Plans. Inquiries or questions about alleged patent ambiguity of the plans, specifications, or estimate must be submitted as a bidder inquiry before bid opening. Bid inquiries must be received on or before 4:00 pm on May 23, 2025. After this time, the City will not consider these questions as bid protests. City of Folsom, Parks and Recreation Department Attn: Mr. Brett Bollinger, City Project Manager 50 Natoma Street, Folsom, CA 95630 Email: bbollinger@folsom.ca.us Bonds: Each bid must be accompanied by security consisting only of cash, California Bank Cashier's Check, Certified Check, California Bank Money Order, or bid bond made payable to the "City of Folsom" in the sum of ten percent (10%) of the sum of the proposal. The successful bidder will be required to furnish, prior to performance of any work hereunder, a performance and payment bond subject to the provisions set forth in these contract documents. Submission of Bids: The City Clerk will receive sealed bids until the date, time, and location indicated in this Notice to Contractors. Bids received after this time will not be accepted. Bids will only be accepted from registered plan holders. Bids not properly marked will be considered nonresponsive. The Contract will be awarded to the lowest responsive responsible bidder. The City will immediately open and publicly read the bids at the mentioned location after the specified closing time. All awards will be made in City's best interest. Rejection and Protests of Bids: The City of Folsom and its City Council reserves the right to reject any and all bids or any parts thereof and waive any irregularities or informalities in any bid received or in the bidding to the extent permitted by law and to make awards in all or part of the best interest of the City. No bidder may withdraw their bid for a period of one hundred and twenty (120) calendar days after the date set for the bid opening. Bid protests must be submitted in writing to the attention of the City Clerk before 4:00 pm of the 3rd calendar day following the bid opening. Question Deadline 06/10/2025 at 4:00 PM PT
