The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed. No Time Extensions will be granted. This project must be completely finished (including 45-day substantial) by December 31, 2025. The successful bidder will be required to execute the Owner's Standard Form of Agreement/Phase for construction together with the Performance and Payment Bonds within ten (10) working days after issuance of the Notice of Award. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570. All awarded Contractors will be required to attend a monthly meeting, with mandatory attendance from the Project Engineer, Resident Inspector and Contractor, or their authorized representatives, at the beginning of the month to review quantities for pay estimates, process change orders, review work performed during month and to discuss any problems which may have arisen. This work shall consist of a water service line, connections, and appurtenances necessary to provide potable water to the park's restroom facilities with all lines less than 4" in diameter. This work shall include all gravity sewer pipe, force mains, fittings, wyes and all labor, material and equipment necessary for a complete installation and testing of the sewage collection system as described by the plans and specifications. This work shall not include lift stations, sewage pumps, treatment facilities, manholes, or other sewer structures; Excavation, backfill, pipe bedding or other earthwork related items covered in Section 33 40 00. This work shall consist of all excavation, trenching, and backfilling for utility systems. Utility systems shall include underground piping and appurtenances for sewage collection and transportation systems. This work also includes excavation and backfill for all trenches, cutting and repairs to sidewalks, driveways, pavements, and all other roadway surfaces and other miscellaneous items necessary to obtain a complete utility system according to the plans and specifications. The work covered under this section of the Specifications consists of furnishing all labor, materials and equipment for the installation of a complete, workable and finished electrical distribution system for the installation of the electrical infrastructure at the Village of Harrisonburg's Steamboat Park.
