The City of Cedar Park has developed a number of plans to effectively manage its infrastructure and resources. The City is seeking a new master plan that modernizes and integrates the City's various infrastructure and resource plans into one comprehensive and strategic plan to preserve and enhance the tools and resources necessary to support critical infrastructure and sustainability initiatives, with the goal of maximizing the resiliency, sustainability, and resource efficiency of the City's infrastructure assets. The following items represent a general scope of work for the project. o Develop a master resiliency and resource plan for the City that includes the following elements: Specific goals/objectives that align with the City's goals and objectives for the plan Review, integrate, and update the City's existing infrastructure plans and programs in the master plan including: Facilities Condition Assessment - including Energy Efficiency Audit Long Range Wastewater Plan Long Range Water Utility Plan Water Conservation Plan CAPCOG Clean Air Plan Water and Wastewater Resiliency Plan (reference only) Solid Waste Diversion Plan Master Mobility Plan (reference only) o Public Engagement - Come-and-go meetings administered by consultant in coordination with the City. o A list of prioritized measures/programs the City can undertake with a coordinated ranking (no-cost, low-cost, etc.; low-impact, high-impact, etc.) for the following areas based on current City plans and strategies (interested firms are encouraged to recommend additional areas for review in their SOQ): Utility and Infrastructure Resiliency - Analyze current City plans and strategies and prioritize recommendations for improving infrastructure and the Utility's ability to mitigate risk stemming from natural and man-made disasters. Water Supply - Analyze current City plans and strategies and prioritize recommendations for supplemental water supply options with regional partners. Additionally, analyze current City plans and strategies and identify/prioritize recommendations for: o Reuse projects o Additional reuse opportunities not included in the City's alternative water strategies Water Conservation - Analyze current City plans and strategies and incorporate/prioritize strategies for water conservation and reuse. Include the following: Analyze various structures/tiered rate structures for commercial customers that can be incorporated in the next rate study Analyze the City's AMI /customer portal for leak detection for service enhancement opportunities. Incorporate recommendations from the City's water loss prevention study for identifying and reducing water loss / non-revenue water Rainwater harvesting opportunities Energy Efficiency - Analyze current City studies and strategies and incorporate/ prioritize recommendations for energy efficiency improvements to leverage cost savings Fleet - Analyze current City processes and identify/prioritize opportunities for maximizing City fleet energy and operational efficiency, cost savings, and reliability. Facilities -Analyze current City facility assessments and strategies and incorporate /prioritize recommendations for future energy efficiency improvements. Environmental Programs - Analyze current City programs and strategies and identify recommendations for enhancing the City's existing environmental programs for air, water, water quality, storm water, solid waste, and education, as well as opportunities for new programming. Technology Opportunities - Analyze current City infrastructure technology deployment and identify opportunities to leverage new technology (ex: Artificial Intelligence) for efficient and effective service delivery Funding Opportunities - Identify different opportunities for pursuing outside funding for projects/programs and develop an application schedule. Solid Waste and Household Hazardous Waste - Analyze current City plans and strategies and identify opportunities for enhancing the City's solid waste and household hazardous waste programs. The City of Cedar Park reserves the right to negotiate with any and all persons or firms. The City of Cedar Park also reserves the right to reject any or all SOQ(s), or to accept any SOQ deemed most advantageous, or to waive any irregularities or informalities in the SOQ received, and to revise the process schedule as circumstances arise. The method of Contractor Selection has not been Determined at this time.
