The City of Cedar Park (the "City") currently has a water distribution system comprised of approximately 407 miles of waterlines installed over the years to serve its customers. Given the aging infrastructure of the City and prolonged periods of drought, Cedar Park seeks to enhance its water supply conservation efforts through the detection of leaks within the water distribution system. This study aims to explore the available methods of leak detection that can provide accurate and actionable data to identify and repair leaks throughout the City. The Leak Detection Phase 1 Project (the "Project") will evaluate a range of options to improve water conservation through leak detection, with a focus on innovative, cost-effective, and resilient approaches. The selected consultant will conduct expert analysis, propose leak detection options, develop cost estimates for implementation, and recommend strategies for phased integration into Cedar Park's existing water system. Objectives Evaluate Leak Detection Methods: Assess the current and emerging technologies for water distribution system leak detection and recommend the method(s) that will serve the City most effectively. Develop a Water Loss Control Plan: Enhance the City's water system efficiency by developing a plan that includes assessing the existing system, establishing performance targets, prioritizing high risk areas, as well as analyzing the feasibility of detection methods. Provide Implementation Recommendations: Develop actionable recommendations for implementing the Water Loss Control Plan by estimating costs, identifying phases of deployment, and proposing operational improvements. RFQ date notes :Qualifications shall be prepared simply and economically, providing a straightforward and concise description of the respondent's ability to meet the requirements of this RFQ. Emphasis should be placed on quality, completeness, clarity of content, responsiveness to the RFQ's requirements, and a demonstrated understanding of the City's needs. Submittals should be stapled without additional binding. One hard copy (limit of ten (10) pages) and one digital copy in PDF format (on a USB drive) of the Statement of Qualifications are required. Covers, cover letters, resumes, and CIQ form do not count toward the page limit.
