This Request for Statements of Interest (RSI) is step one of a two-step qualification selection process in determining the most qualified consultant ("Consultant") for the award of the contract. For Step two, Cook County will issue a Request for Qualifications (RFQ) to the shortlisted firms that have responded to the RSI. The Cook County Department of Transportation and Highways is requesting Statements of Interest (SOIs), in providing Consultant Services to perform Preliminary Engineering Services and Preparation of Phase I Study on a task order basis for various projects. It is the County's intent to award minimum of three (3) contracts. The general scope of the project, prequalification requirements, and tentative schedule is described under Exhibit 1. To be considered, firms must upload the Statement of Interest (SOI) to Bonfire in accordance with the SOI due date and time listed on the Cover Page of this RSI. SOI submittals received after that time will not be accepted or considered by the County. No oral representations made by the County shall be binding SELECTION PROCESS: Upon receipt of the SOIs, the Office of the Chief Procurement Office will review for responsiveness and forward all responsive SOIs to the Evaluation Committee (EC). The EC will score, review, rank and develop a short list in the competitive range with a goal of a minimum of ten (10) and a maximum of fifteen (15) of the most qualified firms for the project. The final number of short-listed firms will be determined by the EC and the OCPO. Only those firms selected for the short list will receive the RFQ. The EC will score the SOI based on the following criteria: Demonstration of understanding and approach of the project need (25%) Relevancy of experience (25% for scope / 25% for complexity) Key staff identified with noted availability (15%) Qualifications of support staff and subconsultants (10%) No formal opening of the SOIs will take place. Each firm's response must be in a document not to exceed five (5) single sided 8.5" x 11" pages (layout to be portrait, not landscape), including pictures, charts, graphs, tables, and text (font size shall be no smaller than 10) the firm deems appropriate to be part of the review of the firm's SOI. The SOI will include the following at a minimum: Name of firm with address, email, and telephone number Name and Title of the Contact person for the firm Statement indicating the firm's interest in the specific project Statement indicating the firm's commitment in meeting the Minority and Women-owned Business Enterprise (M/WBE) participation goals, with a preference for meaningful engagement. Historically, 30% is the typical M/WBE goal for Cook County's Preliminary Engineering Service contracts. Summary of the firm's proposed approach to project A minimum of three (3) projects similar in scope, complexity and magnitude completed by the firm within the last five (5) years Listing of proposed key personnel who will be assigned to the project as well as a brief explanation of their professional experience/areas of expertise. Resumes are not required at this time. Listing of proposed subconsultants. Statement indicating team demonstrates required IDOT prequalification to perform work. This is a work order based contract. It is anticipated that some or all of the general services and tasks set forth below will be required for each assigned project. The County will assign the work orders on an as needed basis. The locations of the assignment will be throughout Cook County. The scope of services may include but is not limited to new preliminary engineering studies for intersections, small roadway segments, roadway corridors, structures, multi-use paths; completing ongoing preliminary engineering studies and tasks; and identifying and preparing applications for project funding. Phase I studies will be completed in accordance with policies from the County and the Illinois Department of Transportation (IDOT). These policies include and are not limited to Connecting Cook County: 2040 Long Range Transportation Plan, the IDOT Bureau of Local Roads and Streets Manual, the IDOT Bureau of Design and Environment Manual, the IDOT Bridge Manual, the IDOT Drainage Manual, AASHTO LRFD Bridge Design Specifications, Cook County's design guide for Complete Streets Policy - Cook County, IL, 2011, and other policies adopted by the County or IDOT. The Consultant must also perform these services in a manner which fulfills all criteria related to federal, state, and local grant funds as required. The consultant's services and tasks may include, but are not limited to data collection; topographic survey services; preparation of base maps; geotechnical investigations; geometric studies; alternatives analysis; traffic studies; safety studies including crash analysis; traffic counts; traffic projections; traffic simulation modeling; capacity analysis including intersection design studies; Complete Streets analysis and reviews; preparation of Categorical Exclusion Project Development Reports, Environmental Assessments, or other required environmental reports; bridge inspection and condition reports; bridge type studies; preliminary bridge design and hydraulic reports; Type, Size, and Location plans; drainage studies including hydraulic survey, analyses, and reports; preliminary cross section, plan, and profile sheets; maintenance of traffic analysis and reports; detour route coordination; completion of preliminary plans; cost estimates; public outreach, meetings, and hearings; identification of land acquisition needs; preparation of funding applications and permit applications; GIS mapping; Americans with Disabilities Act (ADA) compliance; quality assurance and quality control; and all other related work necessary to complete various Phase I, feasibility, or environmental studies. B. IDOT Prequalification Category Requirements All firms must be IDOT prequalified in the area of expertise for which they will be utilized. C. Tentative Schedule for the Work The contract is for five (5) years. The schedule for the work will be per assignment which can be partial or full services for a project The County reserves the right to reject any and all submissions, to waive any informality in the submissions and, unless otherwise specified by the Submitter, to accept any item in the submissions. The County also reserves the right to accept or reject all or part of any submission, in any combination that is economically advantageous to Cook County. All costs associated with the preparation of the firm's SOI will be solely the responsibility of the firm. Any response submitted in response to this RSI shall become the property of the County and will not be returned. The County is not obligated either to purchase the full services or the products proposed by the proposer, nor to enter into an agreement with any one proposer. Lastly, the County reserves the right to cancel this solicitation in part or in its entirety. The method of Contractor Selection has not been Determined at this time.
