The selection of the successful bidder will be made following the recommendations of a selection committee, according to the evaluation criteria described in the contract documents. The Corporation has revised its contract documents to comply with the amendments to the Regulations on Certain Contracts of Public Agencies, which came into force on March 20, 2025. We invite you to read carefully all the contractual documentation to be aware of the changes made. Recommendation to submit bids electronically The Corporation has undertaken initiatives for its digital transformation and therefore strongly recommends that bidders submit their bid electronically through SEAO. Requirement for digital signature of plans, specifications and reports provided in the course of contract performance Also in the context of a digital shift, the Society now requires architects and engineers to provide their original sealed copies of plans and specifications, as well as studies and final reports, by means of a digital signature affixed using a digital certificate issued by the Centre de certification du Quebec (public key infrastructure of Notarius). Authorization to contract/attestation from Revenu Quebec Bidders are strongly advised to submit as soon as possible, in accordance with the requirements of the contractual documents, their request for certification from Revenu Quebec and, if applicable, their request for authorization to contract with the Autorite des marches publics, to ensure that these requirements are met prior to the cut-off date and time specified in the Bidder's Instructions and/or the Supplemental Instructions. CONDITIONS Only bids submitted that meet the following conditions will be considered: 1- The Bidder must have an establishment where it operates on a permanent basis, clearly identified in its name and accessible during normal office hours in Quebec or in a territory covered by an applicable intergovernmental agreement. The public opening of tenders takes place on the closing date and time indicated for receipt of tenders. The only possibility for anyone to attend this opening is to watch it live on the Internet at the address indicated for this purpose in the Supplementary Instructions. No further viewing of the video capture of the opening is possible, nor recording or broadcasting of it. Bidders who wish to receive a clarification regarding the tender must send it in writing to the e-mail address indicated below, taking care to mention the contract number. The Corporation reserves the right not to consider a request for clarification that does not result in an amendment to the tender documents made by a bidder if such request is sent to the Corporation five working days or less before the cut-off date and time for the receipt of tenders.
