Site work and paving for a mixed-use development in Freeport, Illinois. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

This project requires 23% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on July 29, 2025, at 1:30 PM at the Region Two/District Two Office in Dixon. Phase I and II engineering services are required for the preparation of a project report (anticipated to be a categorical exclusion) and Phase II contract plans for the reconstruction of IL 26 from US 20 BR to Empire Street in Freeport, which is approximately 1.0 mile in length. The proposed improvements include widening to a 3-lane section, multi-use path to accommodate bicycles per Complete Streets Policy, sidewalk improvements with ADA/PROWAG compliant designs, hydraulic surveys and analyses, location drainage study (LDS), intersection improvements, storm sewer, proposed ROW documents, identify utility conflicts and possible relocations and S.U.E. survey work, coordination with resource agencies and preparation of cost estimates. It is anticipated that public involvement meetings may be necessary, and it could be Virtual or InPerson. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS). The completion date for this contract will be 60 months after authorization to proceed The method of contractor selection has not been determined at this time.
