Owens Cross Roads 2025 Annual Street Paving & Maintenance Project The City of Owens Cross Roads (Owner) requests sealed bids from bidders for prime contract work associated with the Owens Cross Roads 2025 Annual Street Paving & Maintenance Project (RGS#25428). The work to be performed under this contract shall consist of supplying all required materials, equipment, labor, and services, to perform all work necessary for and incidental to the local street repair, milling and overlay, and repaving within the City identified by the City throughout the year. A single prime contractor will be selected to do the pavement repair work consisting of areas along Old Highway 431, Victorian Lane, Sedgewick Drive and Allen Moon Lane as well as additional streets/areas that may be identified as funding is available. Bids must be submitted on the Proposal Forms furnished. Bids shall be clearly identified on the exterior of the package with the bidder's name, address, Alabama state license number, the name of the project being bid. Sealed bids shall be properly identified. A certified check drawn on an Alabama Bank or bid bond, executed by a Surety company duly authorized and qualified to make such bonds in Alabama, payable to The City of Owens Cross Roads must accompany the bidder's proposal in the amount of 5% of the amount of bid, but in no event more than $10,000. No bid may be withdrawn after the above-stated closing time for submittal of bids for a period of Thirty (30) days. The Owner reserves the right to reject any or all bids, and to waive informalities. The Owner reserves the right to award all proposed work or to award a portion of the project in order to remain within its budget for this project. There is no guarantee that a contract award will be made pursuant to this RFP. Upon contract award, Performance and Labor and Material Payment Bonds in the amount of the minimum of $100,000 or 100% of the total contract price will be required by the Contractor to the Owner. Construction Contracts shall be awarded only to qualified Contractors, licensed by the State Licensing Board for General Contractors, as required by Title 34, Chapter 8, Code of Alabama. Construction Contracts in excess of $50,000 shall be awarded only to Contractors licensed as required by the 1978 Code of Alabama, Title 34, Chapter 8 as amended. All qualified applicants will receive consideration for selection without regard to race, color, religion, sex, or national origin. Qualified small and minority businesses and women's business enterprises are encouraged to submit proposals. Additionally, all prospective bidders and the contractor awarded the work must ensure that employees and applicants for employment are not discriminated against on the basis of race, color, creed, sex or national origin. Work under this contract may consist of cold planing, bituminous pavement overlay, adjustment of existing utility boxes, removing and resetting of selected sewer manhole and drainage structure frames/grates/covers, concrete pavement removal and repair, concrete curb and gutter construction, and concrete sidewalk repair/reconstruction. he City has identified existing project work along Old Highway 431, Victorian Lane, Sedgewick Drive and Allen Moon Lane that includes sections of full depth asphalt removal and replacement, mill and overlay and overlay only that is required to be complete by the end of the calendar year 2025. Mas are included in the following pages for informational purposes. Exact limits of repair and paving will be reviewed and marked on site prior to paving operations.
