This project requires 24% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on July 30, 2025, at 10:00 AM at the Region Three/District Five Office in Paris. Phase I work which may consist of conducting hydraulic and route surveys, subsurface utility engineering, preparing Structure Geotechnical Reports, drilling and analysis of soil borings, hydraulic analysis, geometric studies, and preparing project reports (Categorical Exclusion reports only). This work may include data collection, development of alignment alternatives, cost estimates, traffic management analysis, traffic management plans, crash analysis, quantity computations, and other related work items required to produce a project report. Phase II work may consist of conducting route surveys, land surveys, right-of-way plat and plan preparation, writing legal descriptions, staking right-of-way, hydraulic analysis, geometric studies, roadway plans, highway lighting, traffic signal design, TS&L drawings, pre-final structure plans, final structure plans, and any related work required to complete final plans, special provisions, estimates, and 3D model as necessary. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS). The completion date for this contract will be 60 months after authorization to proceed. The method of contractor selection has not been determined at this time.
