The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on July 23, 2025, at 1:00 PM at the Hanley Building in Springfield. The department is requiring services to evaluate the current state of Intercity Bus (ICB) services across Illinois, identify gaps and opportunities, and develop actionable strategies for enhancing connectivity, accessibility, and sustainability. This project will include a detailed data analysis of existing services, needs assessment and gap analysis, best practices and benchmarking, the development of recommendations, the assistance in implementing an IDOT approved plan, stakeholder engagement and public involvement, and a final report and presentation. The completion date for this contract will be 36 months after authorization to proceed. Prime and all Subconsultants will be required to establish an overhead rate compliant with the Federal Acquisition Regulation (FAR) and approved by the department. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
