This project requires 24% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on July 23, 2025, at 1:30 PM at the Region Five/District 8 Office in Collinsville. Phase I/II engineering services are required for the preparation of a Project Report (anticipated to be a Categorical Exclusion) and final contract plans, specifications, and estimates for the replacement of the structures carrying I-55/70 over Keebler Rd. Phase I work is anticipated to include the preparation of a Project Report, environmental studies and coordination, TS&L drawings, Structure Geotechnical Report (SGR), Location Drainage Study, geometric studies, soil borings, supplemental surveys, public involvement using Context Sensitive Solutions, Traffic Management Plan, and all other work necessary to complete Phase I and obtain Design Approval. Phase II engineering services required for this project include the preparation of all Plans, Specifications and Estimates (PS&E) documents. Additional items include, but are not limited to, participating in local agency and/or public coordination, preparing detailed staging and traffic control plans, geometric modifications, drainage plans, storm water pollution prevention plan, roadway geotechnical report, supplemental surveys, reviewing shop drawings and all other necessary related work to complete Phase II. Phase II work will be included in a planned supplement. The following structures are included in this project: S.N. 060-0016: I-55/70 (EB) over Keebler Rd S.N. 060-0017: I-55/70 (WB) over Keebler Rd Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS). The completion date for this contract will be 72 months after authorization to proceed. The method of contractor selection has not been determined at this time.
