Subconsultant qualifications are sought on the construction inspection of the rehabilitation of the existing elevated storage tank, including existing coating removal and preparation, interior and exterior painting, and overflow piping modifications. The exterior coating removal includes lead remediation following all EPA disposal compliance requirements. Only qualifications will be considered. Please do not provide a proposal with pricing. urgess & Niple, Inc. request the submission of qualification statements which will lead to the possible award of contract to provide Lead Abatement Inspection Service for a project involving the City of Menard Proposed Elevated Storage Tank Rehabilitation. The project will be funded through the Texas Water Development Board's (TWDB) Drinking Water (DWSRF) State Revolving Fund. The work will consist of lead abatement inspection services in accordance with U.S. Environmental Protection Agency (EPA) and Texas Commission on Environmental Quality(TCEQ) regulations for the City of Menard. Services will include thorough inspections of structures for renovation to identify lead-based paint hazards and other lead-containing materials.All inspection findings will be documented in detailed reports, and clearance testing will be conducted to verify compliance Burgess & Niple, Inc. will evaluate the proposals to determine which firm has the best qualifications. Engineering service will be procured based on a competitive qualifications-based selection procurement process. This procurement is subject to the Environmental Protection Agency's (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA- approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) businesses. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative step. MBE: CONSTRUCTION 24.50%; NON-CONSTRUCTION 24.05%; TOTAL COMBINED CONSTRUCTION AND NON-CONSTRUCTION 24.16%. WBE: CONSTRUCTION 11.34%; NON-CONSTRUCTION 19.35%; TOTAL COMBINED CONSTRUCTION AND NON-CONSTRUCTION 17.38%. Failure by the Contractor to carry out these requirements is a material breach, which may result in the termination of the awarded financial assistance. All contractors/subcontractors which are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in partor in full under this project. Any contract or contracts awarded under this Request for Qualifications (RFQ) are expected to be funded in part by grants/loans from the Texas Water Development Board (TWDB). Neither the State of Texas nor any of its departments, agencies, or employees are or will be a party to this RFQ, or any resulting contract.
