Question Deadline 08/04/2025 For Contracting questions contact: Primary: Olivia Farr, email: Olivia.Farr@usace.army.mil Alternate: Booker Jordan, email: Booker.L.Jordan@usace.army.mil The Corps of Engineers has a requirement for replacement of the asphalt shingles on Building 265 at Fort Riley, Kansas to photovoltaic (PV) shingles. The building is single-story, built in 1904, and is considered a historic facility. It requires solar shingles roof to demonstrate the efficiency and reliability, and associated resilience of advanced photovoltaic (PV) shingles. The work of this contract is to replace the existing building asphalt shingles with solar (PV) shingles and associated monitoring systems. Quoters shall provide sufficient information for the Government to determine its level of confidence in the ability of the Quoter to satisfy the requirements of the RFQ based on an assessment of: Contractor certifications of the ability to install Tesla branded solar (PV) shingles Relevant Past and Current Performance Please reference the attached written RFQ for full detail of the requirement as well as all applicable provisions and clauses. Please provide responses to this notice no later than the date and time listed above to: CERL-CT-Quotes@usace.army.mil Telephone responses will not be accepted. * Note: in order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and a complete representations and certifications. This system combines data that was formerly contained in the Central Contractors Registration (CCR), Online Representation and Certifications (ORCA), and the Excluded Parties List System (EPLS). For more information, review the SAM website at https://www.sam.gov. Remove and replace the entire existing asphalt roof system and associated features with solar shingles, work includes but not limited to: 1. The shingles on this roof do not need to be retained, as they are quite old, having been installed in 2013, and are scheduled for replacement in 2025. 2. The building will be occupied during the course of the work and the Contractor shall be responsible for coordinating the work with building occupants. 3. Protect Government and private property from the effects of roof replacement and repair operations. Protect adjacent surfaces, components, and equipment both inside and outside of the buildings from damage, spills, and splattering of roofing materials, and intrusion of water due to roof leaks. 4. The roof replacement shall be accomplished in accordance with material manufacturers' written installation instructions, the Specifications and Construction Details contained in the current edition of the National Roofing Contractors Association (NRCA) Roofing and Waterproofing Manual, and fabrication and installation details contained in the current edition of the Sheet Metal and Air Conditioning Contractors' National Association (SMACNA) Architectural Sheet Metal Manual. Manufacturer's specific construction details attached to delivery orders take precedence over NRCA Construction Details and SMACNA Fabrication and Installation Details. 5. The roof is divided into sections as defined by the perimeter of the roof and divisions in the roof created by hips, ridges, valleys, expansion joints, area dividers, or offsets in elevation. Expect work requirements to be identified by roof section and replacement shall be total and complete for the identified roof. 6. Roofing replacement and repair shall be complete in all aspects and shall result in a waterproof roof structure. Incidental items such as fasteners, adhesives, sealants, and other miscellaneous items not specifically covered shall be included in the CLINs most closely associated with the work. 7. Raise and lower demolition materials, new materials, roofing equipment, and personnel to roof work areas as necessary to accomplish the required. 8. Remove and dispose of all debris and trash on roof surfaces such as bottles, cans, lumber, plywood, tree branches, etc. 9. Return, if necessary, counter flashings to condition when initially started. 10. Remove and reinstall or protect from damage natural gas piping, condensate drain piping, electrical conduits as necessary to replace flashings and roof element. 11. Remove and reinstall or protect from damage radio antennas and satellite dishes as necessary to replace flashings and roof element 12. Remove and reinstall or protect from damage lighting protection system components as necessary to replace flashings and roof element. 13. Return roof deck surfaces, roof framing members, nailers, fascias, soffits, exposed rafter tails, and other eave and rake trim to condition when initially started . 14. Prepare, prime, and paint exposed portions of newly installed fascias, soffits, exposed rafter tails, and other eave and rake trim. 15. Return, if necessary, roof and deck insulation to condition when initially started. 16. Replace all types of flashings and sheet metal items, manufactured roof specialties, and roof accessories as ordered. 17. All roofing systems shall be capable of meeting an I-90 rating according to each roof's particular velocity pressure as computed in accordance with FM 1-28S. 18. Completed areas of roofs shall not be used for storage and shall be protected while other trades are working on them. 19. Maintain work areas in neat, orderly and safe condition during the course of the work, and cleanup work areas at the end of each workday. Remove and dispose of asphalt, dirt, debris, gravel, and vegetation from gutters, scuppers, downspouts, and roof drains upon completion of the work on each roof section as part of final roof clean up. Dispose of debris and salvageable items as specified by the Ft. Riley DPW Office. 20. Any excess electrical energy produced will be sent to the base's electrical distribution system. The system will not have energy storage (i.e. batteries). 21. The roof must be complete and properly functioning as originally intended, to include but not limited to, flashing and trim Technical inquiries and questions relating to technical requirements or proposal procedures are to be submitted via email to the POCs identified below No Later Than ten (10) calendar days before due date of proposals, in order that they may be given consideration or actions taken prior to receipt of offers. All timely questions and approved answers will be made available through sam.gov. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
