A Job Order Contract ("JOC") is an indefinite quantity contract pursuant to which the San Francisco Public Utilities Commission may accomplish a series of projects with a single, competitively bid contract awarded before the projects are identified. Contractors bid an adjustment factor to pre-set unit prices. Work is accomplished by issuing Task Orders to the successful contractor during the four-year term of the contract. The work is to be performed in San Joaquin, Stanislaus, and Tuolumne Counties. The Maximum Contract Amount is $5,000,000.00. The City may award the contract to the responsible Bidder that submits the lowest responsive Bid. Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B and Section 2.01 of Attachment 6. The Local Business Enterprise (LBE) subcontracting requirement is 16.00%. The LBE subcontracting requirement can only be met with certified San Francisco LBE firms (Micro and/or Small) and/or PUC-LBE firms. Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. Subcontracting opportunities may include, but not limited, to the following major types of work: Building / Moving / Demolition; Cathodic Protection; Concrete; Earthwork & Paving; Electrical (High Voltage); General Building Construction; General Engineering Construction; Lenel Systems Integration; Marine Related Services; Pipeline; Reinforced Steel; and Trucking and Hauling. Location of work will be performed 70 miles or more beyond the jurisdictional boundaries of San Francisco within the SFPUC regional area, exclusively in the Hetch Hetchy area. The anticipated specialized scopes of work to include high voltage tower raises requiring a C-10 license, Lenel systems integration requiring Lenel certification, and marine related services requiring diving certification.
