Question Deadline 05/12/2025 at 10:00 AM PT Bidders must submit their questions via e-mail to Ikenna.Obiagwu@dot.ca.gov. Written questions must include: the individual's name, firm name, e-mail address and must reference IFB No. 04A7253. Detailed description of work to be performed: A. Contractor shall accept from Caltrans, and provide a landfill disposal site, for non-compacted refuse, green waste (excluding tree stumps), construction waste (including concrete asphalt and concrete), wood waste, and miscellaneous litter and mixed aggregate debris generated from various projects and programs along the State Highways and Right-of-Ways in the District 4 Maintenance area in the County of San Francisco for a period of three (3) years. B. The rate per ton to be paid for less or more than one (1) ton will be prorated for actual weight of disposal. C. The following materials shall not be accepted by Contractor's disposal site: 1) Paint 2) Solvents 3) Chemicals 4) Sludge 5) Hazardous Waste 6) Liquid Waste 7) Batteries 8) Paint Cans 9) Chemical Cans 10) Drums 11) Flooring Materials 12) Floor and Roof Tile 13) Insulation 14) Vehicle Clutches 15) Brake Shoes 16) Asbestos in any form 17) Tree Stumps D. Caltrans shall pay only for actual items dumped. E. Caltrans will deliver waste material to Contractor's landfill disposal facility and will unload the waste material. F. Contractor shall provide a signed dump receipt to Caltrans truck driver at the time of trash and debris delivery. G. Contractor must weigh vehicles upon entering and exiting and provide the original signed weight scale receipts for each drop off with invoices. Weight scale receipt must identify the weight of each drop off. H. Any damage to Caltrans property caused by Contractor shall be repaired and replaced at Contractor's expense. I. The waste and materials to be disposed may include constitutes of concern. These materials are not pre-determined to be hazardous. Contractor shall inspect the materials before taking possession of the materials. J. The waste is not expected to include hazardous waste. However, if hazardous waste is encountered, Contractor shall notify Caltrans Contract Manager. Caltrans Contract Manager may direct that the Caltrans hazardous waste removal Contractor to process and dispose of the hazardous waste. K. Once Contractor takes possession of the materials, Contractor shall take ownership of the materials and will dispose of or recycle the materials in a lawful manner. Contractor shall provide Caltrans Contract Manager of proof of disposal receipt, including total tonnage and type of waste. L. Contractor's bid shall include the cost to dispose of or recycle the materials, and Contractor shall be responsible for such disposal and recycling costs. M. Contractor shall at all times maintain, and cause its agents to maintain, all required current permits and licenses required for the described services. N. Contractor shall abide by all laws and regulations regarding trash processing and disposal services. O. Contractor is solely responsible for any and all injuries, losses and damages caused by Contractor, its employees or its agents. P. Caltrans and its employees are not responsible for any injury, loss or damage that may occur to Contractor's operator, trucks, or equipment. Q. The disposal site must be accessible to Caltrans vehicles in rainy weather. R. Contractor shall provide a signed copy of the original dump tag receipt with the invoice for payment. The original dump tag shall have the delivery person's signature. The dump tag receipt shall have the date of service, weight of waste, type of waste material, vehicle identification number, and cost based on the line item on the Bid Proposal, Attachment 1.
