The purpose of this Request for Proposal (RFP) is to retain a qualified Contractor for installation of a ground-mounted photovoltaic (PV) installation at the Field in Northwest Angle #33 First Nation. The Contractor shall provide a "turnkey" project including all necessary equipment, materials, design, manufacturing, and installation services for the installation for a ground-mounted solar project at Angle Inlet for the Northwest Angle #33 First Nation. The Contractor should prepare a system summary detailing applicable equipment and predicted system energy production (kWh). It is the intent that this project be completed by December 19, 2025. The Contractor shall perform all professional services as necessary to provide the OWNER with a complete design package for a ground-mounted solar array (Primary Project), and after approval from the OWNER, will take all steps required to secure an interconnection agreement with Roseau Electric Cooperative. If an agreement is secured, the Primary Project will proceed to construction. The Primary Project will provide any energy bill offsets directly to Northwest Angle #33 First Nation. The intent of this project is to design an estimated 38 kW system for implementation at the field in Angle Inlet. It is the intent that this project be completed by December 19, 2025. Prior to the execution of a Contract with the Client, the Bidder shall be required to provide to the Client a Performance Bond and a Labour and Materials Payment Bond, each in the amount of 100% of the Total Bid Price. This full cost of such bonds shall be deemed to be included in the Bid Price for the Contract. The Surety Bonds shall be in accordance with the latest edition of the CCDC approved bond forms. The procuring entity (OWNER) and Consulting Engineer reservesthe right to accept or reject any proposal, and to cancel the RFP process at any time prior to the award of contract, without thereby incurring any liability to the affected supplier or suppliers or any obligation to inform the affected supplier or suppliers of the reasons for the Procuring Entity or Consulting Engineer's action.
