Professional Engineering Services are required to assist Baltimore County (the County) with the management of its Lead Reduction Program and requirements identified in the United States Environmental Protection Agency's Lead and Copper Rule Improvements (LCRI). A key consideration shall be the knowledge and experience with Lead and Copper Rule Improvements and Lead and Copper Rule Revisions (LCRR) compliance programs. BACKGROUND: Baltimore County's water system includes approximately 210,000 service lines. Approximately, 108,000 of these service lines have a material classification of "lead status unknown" and require identification. About 250 service lines are classified as either galvanized requiring replacement (GRR) or lead and are potentially in need of replacement. SCOPE: Projects/Work items may include: _ Compilation of information and preparation of the annual service line inventory and any letters/reports/correspondence as required for the United States Environmental Protection Agency (EPA) or the Maryland Department of the Environment (MDE) _ Management of the County's Lead Reduction Program _ Identification of service line material using various MDE-approved investigation methods including but not limited to records review, self-reporting surveys, predictive modeling, statistical analysis, and field investigations _ Assistance with information management and GIS dashboards _ Review of data from customer self-reporting survey _ Review of available records (plumbing permits, aerial images, etc.) to support service line material identification _ Conduct and manage field investigations including test pitting and meter pit inspections _ Predictive modeling and statistical analysis of service line materials in order to classify service lines and identify areas in the County where further outreach or field investigations are required _ Management and tracking of service line replacements _ Creation of marketing and community engagement plan and materials to encourage public awareness and participation in the Lead Reduction Program _ Development and distribution of educational materials required under LCRI and additional materials designed to preempt and answer common customer questions and encourage participation in the program including handouts, post cards, bill inserts, website text, etc. _ Creation of social media campaigns centered around customer feedback and questions, program milestones, and social media events including Public Works Week, Imagine a Day Without Water, World Engineering Day, Drinking Water Week AWWA, Lead Poisoning Awareness Week, etc. _ Development and distribution of various documents including but not limited to annual notification letters required under LCRI, property access letters, proposed legislation, other legal documents, etc. _ Attendance at local events and fairs to promote the program _ Identification of audiences who might benefit from targeted messaging and specific literature including senior citizens, schools, and people who speak English as a second language. Creation of targeted messaging for these groups. _ Assistance with answering customer calls and emails about the County's Lead Reduction Program _ Provide information on American Water Works Association (AWWA), MDE, EPA, or other organizations' standards in regards to this program. _ Investigate new and innovative methods for material investigation and ability to procure technology on behalf of the County Any questions pertaining to this RFQu should be submitted in writing to dpwtpsec@baltimorecountymd.gov by May 16th, 2025 at 2:00 p.m. EST.
