The Franklin Pool has long been a tradition in Elizabethton. The pool was established on the property of North American Rayon Corporation. It was created during the time when the manufacturer of rayon was a major contributor to the citys economy. For decades, it was one of the most popular summertime places for the children and teens of the community. ________________ Joe La Porte Recreation Area, Franklin Pool Renovation pool renovation to an existing oval shaped pool, providing a new continuous rim-flow style gutter, surge pit, vgb complant main drains and a beach entry all of the pool reticulation piping will be replaced except for in the pool mechanical room which will retain all its equipment as-is. the filter, pump, automated controller and chemical type and delivery will remain as existing. the pool deck will be removed and replaced so that the below grade piping can be accessed. the diving boards will be re-utilized but removed and replaced and a pool side slide will be added. All Bids Shall Be Accompanied by a Certified Check or Cashier's Check Payable to the City of Elizabethton, Which Shall Be for an Amount, Not Less Than Ten (10) Percent of the Aggregate Amount of the Submitted Bid. The Bidder May Opt for a Bond for the Same Amount. Either to Be Payable to the City Named Above and Endorsed by the Bidder. The Bidder May Also Opt for Two Sureties Who Shall Justify Before Any Officer Competent to Administer an Oath, in Double the Said Amount and Over and Above All Statutory Exemptions, or by a Corporate Surety Bond to the Satisfaction and Approval of the Renovation of the Franklin Pool. If the Successful Bidder Fails or Refuses to Enter Into the Required Contract Within Two (2) Weeks After the Written Notice That Said Contract Has Been Awarded to the Bidder for the Work, Then the Bidder's Cashier's Check, Bid Bond, or Surety Bond Will Be Forfeited to the City. The Successful Bidder Will Be Required to Furnish a Labor and Materials (Payment) Bond in an Amount Equal to One Hundred Percent (100%) Percent of the Contract Price, and a Faithful Performance Bond Equal to One Hundred (100%) Percent of the Contract Price Simultaneously With the Execution of the Contract. The City Hereby Notifies All Bidders That It Will Affirmatively Ensure That Any Contract Entered Into Pursuant to This Advertisement, Minority Business Enterprises Will Be Afforded Full Opportunity to Submit Bids in Response to This Invitation and Will Not Be Discriminated Against on the Grounds of Race, Color, Sex, or National Origin in Consideration for an Award in Any Contract Entered Into Pursuant to This Advertisement The Contractor May Elect to Deposit Securities With the City in Lieu of Having Funds Withheld by the City to Ensure Performance Under the Bid Contract, Per Tennessee Code 12-4-201 (Performance & Payment Bonds). Bidders Are Hereby Notified That, Pursuant to the Labor Code of the State of Tennessee, the City Has Ascertained and Determined the General Prevailing Rate of Per Diem Wages and the General Prevailing Rate for Legal Holiday and Overtime Work in the Locality in Which Said Work is to Be Performed for Each Craft of Type of Workman Needed to Execute the Contract for Said Work, Which Contract Will Be Awarded to the Successful Bidder. All Bidders Must Visit the Site Before Bidding. No Allowance Will Be Made Subsequent to Bid Date for Any Error Through Negligence in Observing Existing Site Conditions. The City Reserves the Right to Reject Any and All Bids Received. It Also Reserves the Right to Compare the Relative Merits of the Respective Bids and to Choose Which, in Its Opinion, Will Best Serve the City's Interests or Needs.
