MAIN RTU (Rooftop Unit) - POLICE DEPARTMENT - MAIN BUILDING Proposals shall be sealed and clearly marked on the front "MAIN RTU (Rooftop Unit) - Police Department - Request for Proposal." FAXED PROPOSALS WILL NOT BE ACCEPTED. Proposers shall submit two (2)copies of their proposal. The City of Berwyn is not responsible for delays occasioned by the U.S. Postal Service, the internal mail delivery system of the City of Berwyn, or any other means of delivery employed by the proposer. Similarly, the City of Berwyn is not responsible for, and will not open, any bid responses which are received later than the date and time stated. QUESTIONS: All questions and clarifications regarding this Request for Proposal must be submitted no later than 11 a.m ., May 14, 2025 by e-mailing the following City Representative:Division Commander Michael Fellows Berwyn Police Department fellows/ ci.berwyn.il.us(708) 795- 5600 X2105 The City ofBerwyn police building serves as a critical facility for law enforcement operations, requiring a reliable and efficient heating, ventilation, and air conditioning (HVAC) system to ensure a conducive working environment for personnel and the public. Given the unique demands of a police facility, including the need for secure, controlled environments and constant air quality management, it is essential to select a qualified HVAC vendor with expertise in installing rooftop units (RTUs) specifically designed for such applications. The complexity ofthe installation process, combined with the necessity for adherence to stringent safety and building codes, underscores the importance of partnering with a vendor that has a proven track record in HVAC projects for commercial and institutional buildings. The selected vendor must demonstrate proficiency in designing systems that not only meet the specific heating and cooling load requirements of the police building but also incorporate energy-efficient solutions that align with current sustainability practices. Furthermore, the HVAC system must be capable of providing consistent airflow and temperature control in critical areas, including dispatch centers, holding cells, and administrative offices. The vendor must also be prepared to work collaboratively with the project management team to minimize disruption to daily operations during the installation phase. Therefore, the selection process will prioritize vendors who can provide comprehensive service, from design and installation to ongoing maintenance and support, ensuring the long-term functionality and reliability ofthe HVAC system. The scope ofwork for this project includes, but is not limited to, the following: Supply of Equipment/Installation Services: Isolate Existing RTU, safe-off and lock-out. Demo existing RTU supply ductwork offtop of unit, gas piping, drain piping, main electrical, and control wiring required for proper removal. Remove existing RTU per EPA regulations from jobsite. Furnish and Install New RTU - 460/3/60 Main voltage. - Field Powered 115v convenience outlet. - Outdoor, painted, double wall construction. - Return fan section with direct drive exhaust fan with VFD. - Combo filter rack 2" Merv 8 filters and 12" cartridge Merv 11 Filters. - Coil section with DX cooling coil and stainless steel drain pan, - Heating section with natural gas, modulating burner. - Packaged condensing section with multiple fixed speed compressors (R32 refrigerant. - Factory installed suction and discharge valves on compressors. - Factory mounted and wired controller for standalone control. - Curb adapter to existing unit (field measurements required and fully assembled for field technician.) as required. - Space mounted temp sensor. - Install condenser and roofrail support. Install all necessary unit hoods as required. o Install new condensate drain as required. o Modify all necessary main gas, new regulator, and gas cock as required. o Modify all necessary main power wiring to new RTU as required. o Modify existing control wiring for on/offsupply temperature, return temperature and graphics as required. o Modify main external insulated supply ducting from 2nd floor to supply discharge on unit. o Reinsulate supply ductwork and install aluminum jacketing. o ALL crane, rigging, and trucking MUST be included in this proposal. o Commissioning and Testing: o Comprehensive testing of all installed systems. o Provide factory start-up and training. o Provision ofnecessary documentation and manuals. o Support and Maintenance: o Vendor must provide a minimum of 1 -year warranty on all parts and labor; in addition; - Warranty support for all installed equipment. o Minimum 1-year warranty on entire RTU. o Minimum 5-year warranty on compressor only parts. o Minimum 10-year warranty on heat exchanger parts. o Vendor must provide warranty hours for service during year 1 of operation. o Options for ongoing support and maintenance services.
