Naval Undersea Warfare Center Division (NUWC) Keyport is requesting quotes to replace the epoxy flooring at Bldg. 514. This requirement is being issued as a synopsis for non-commercial services in accordance with FAR 13.1. The Government anticipates awarding a single firm fixed price construction type contract. The solicitation number for this requirement is N0025325Q0010. The performance location will be at Naval Undersea Warfare Center, Keyport, WA. The target award date is, July 14, 2025. The NAICS code is 238190 Other Foundation, Structure, and Building Exterior Contractors, with a Small Business Size Standard of $19.0 Million. The Product Service Code is Z2EZ repair or alteration of other industrial buildings. This solicitation will be 100% set aside for small businesses. The government estimate of the Magnitude of the requirement is $75,000.00 to $175,000.00. The solicitation will be issued in accordance with FAR Part 13 and 36, utilizing Low Price Technically Acceptable evaluation factors. The contracting office is not maintaining a bidders list. Failure to respond to the electronically posted solicitation and associated amendments prior to the date and time set for receipt of offers may render the offer non-responsive and result in rejection. An organized site visit is included in the solicitation. Offerors must have a current registration in the System for Award Management (SAM) database, https://sam.gov/. All responsible sources may submit a proposal, which the agency shall consider. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Statement of Work: Naval Undersea Warfare Center (NUWC) Division, Keyport has a requirement for the replacement of epoxy flooring at Bldg. 514 rooms 127A, 128A and the paint booth. The project will require the contractor to grind existing flooring, patch cracks in existing concrete and apply a new epoxy floor coating. The Contractor shall provide labor, materials, and equipment, as required, to accomplish the following work in accordance with the statements here. Grind and remove existing epoxy floor coating, patch all cracks and expansion jointswith a compatible filler and recoat the floor and sump with a new non-skid epoxy floor system All work must be coordinated through the Contracting Officer's Representative (COR). A preconstruction meeting will take place two weeks prior to the start of construction, the COR, Customer, Contractor and all required subs will be in attendance at a minimum. 1. Coordinate with COR prior to commencement of work. 2. The spaces shall be ventilated to the exterior of the building away from existing doorways during grinding and coating activities. 3. No individual space shall be taken out of service for more than 5 business days. 4. Grind or blast the existing containment area including the inside of the sump and containment berms removing any loose debris and contaminates providing a surface suitable for the new coating to bond. The Government will remove existing items in the area prior to the start of work. 5. Patch all existing cracks in the concrete and expansion joints with a two part resin concrete patch. Cracks can be no larger than 0.01 inches in width. 6. Apply a grey epoxy floor coating matching the color of the existing epoxy flooring in Bldg. 514 in rooms 127A, 128A and the paint booth. Coat over the entire floor including up walls where existing epoxy coating has already been applied. Apply the coating per manufacturer's requirements for number of coats and thickness in mils. 7. All dimensions provided by the Government are only approximations; the Contractor is responsible for field verifying all existing site conditions, dimensions, elevations, clearances, egresses and finishes at jobsite prior to commencement of any work. 8. Perform work in accordance with the manufacturer's published diagrams, recommendations, and equipment warranty requirements. 9. Pipe, fittings, hangars and valves: All piping shall be properly supported, installed straight and uniform. All access panels and service valves shall be non-obstructed and easily accessible for maintenance purposes. 10. All penetrations and openings that can be susceptible to water intrusion from the exterior elements to the interior facility/equipment, shall be sealed to prevent water intrusion. Insulate and/or seal all penetrations accordingly. 11. Where pipes pass through walls, furnish and install tested and listed fire stopping systems, combination of materials, or devices to form an effective barrier against the spread of flame, smoke and gases, and maintain the integrity of fire resistance rated walls. Through-penetrations include the annular space around pipes. 12. All surrounding walls or structural surfaces affected by removal or installation of all equipment must be restored to the match the surrounding finish. 13. After becoming familiar with all details of the work, perform Verification of Dimensions in the field, and advise the Contracting Officer of any discrepancy before performing any work. 14. Carefully investigate the plumbing, fire protection, electrical, structural and finish conditions that would affect the work to be performed and arrange such work accordingly, furnishing required offsets, fittings, and accessories to meet such conditions. 15. All field verification will be the contractor's responsibility. Including but not limited load requirements and sizing. 16. Upon completion of the work, the Contractor shall inform the COR, and customer to demonstrate operational tests. Question Deadline 06/10/2025
