Renovation of a military facility in Keyport, Washington. Completed plans call for the renovation of a military facility.
This solicitation is issued to support Naval Undersea Warfare Center Division (NUWC) Keyport to remove 2 existing UPS power heads and replace with 2 new Government provided power heads at NUWC Keyport, WA. The project requires the contractor to remove the existing units, install new Government provided units and modify electrical conduits and conductors. This requirement is issued as a non-commercial service in accordance with FAR 13.1. The Government anticipates awarding a single firm fixed price construction type contract. The solicitation number for this requirement is N0025325Q0014. The performance location is at Bldg 1003, Naval Undersea Warfare Center Division (NUWC) Keyport, WA. The target award date is August 11, 2025. The NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors, with a Small Business Size Standard of $19.0 Million. The Product Service Code is Z2AZ - repair or alteration of other administrative facilities and service buildings. This solicitation is a 100% set aside for small businesses. The government estimates of the Magnitude of the requirement is $75,000.00 to $150,000.00. This solicitation is issued in accordance with FAR Part 13 and 36, utilizing Low Price Technically Acceptable evaluation factors. The contracting office is not maintaining a bidders list. Failure to respond to the electronically posted solicitation and associated amendments prior to the date and time set for receipt of offers may render the offer non-responsive and result in rejection. An organized site visit is included in the solicitation. Offerors must have a current registration in the System for Award Management (SAM) database, https://sam.gov/. All responsible sources may submit a proposal, which the agency shall consider. The deadline for receipt of questions is 10 Days before proposal due date. 1. Coordinate with COR prior to commencement of work. 2. The contractor shall provide all necessary materials required that will be needed in addition to the Government provided materials to provide a complete and functioning system. 3. All work requiring outages shall be completed after hours or on weekends. Outages requests shall be submitted a minimum of 10 days prior to the outage. 4. Remove two (2) existing Eaton 9390 UPS head units. Each unit shall be replaced individually on separate scheduled outages. UPS A on the north wall shall be replaced first. 5. Install two (2) Government provided units (Eaton 93PM) in the locations of the removed units. 6. Connect the new units to the existing 9390 battery frames and batteries. 7. Install two (2) Government provided 3P 500A Circuit Breakers in the UPS cabinets. 8. Install two (2) Government provided Circuit Breaker shunt trip. 9. Install two (2) Government provided AUX switch contact blocks 10. Install one (1) Government provided 93PM PredictPulse Wireless Kit 11. Provide and install two (2) Remote Emergency Power-off (REPO) switch in B1003 RM 112 and RM 134 near Inergen system activation mechanism. 12. Modify all conduits, conductors and connections to accommodate the new units. The new units are approximately 1" taller than the existing. 13. Replace 3-250A breakers in panel (tie cabinet) 14. Replace 3-300A breakers in panel (input panel) 15. Perform complete testing of installation as practicable without placing UPS units on-line and remaining in bypass mode. Provide written results to the Government. 16. Commissioning of the two UPS systems will not be completed under this contract. Place the units in bypass for commissioning. 17. Provide an electrician on site during commissioning for troubleshooting. Commissioning to be completed by others. 18. Provide as-built drawings reflecting the completed installation, including the existing system generator, transfer switches, panels and UPS systems. 19. Update existing switching procedures posted on the tie panel to accurately reflect the name of the breakers and panel name where they are located. The new procedures shall be on a phenolic label with a minimum of 1/2 " labeling. 20. All dimensions provided by the Government are only approximations; the Contractor is responsible for field verifying all existing site conditions, dimensions, elevations, clearances, egresses and finishes at jobsite prior to commencement of any work. 21. Perform work in accordance with the manufacturer's published diagrams, recommendations, and equipment warranty requirements. 22. Pipe, fittings, hangars and valves: All piping shall be properly supported, installed straight and uniform. All access panels and service valves shall be non-obstructed and easily accessible for maintenance purposes. 23. All penetrations and openings that can be susceptible to water intrusion from the exterior elements to the interior facility/equipment, shall be sealed to prevent water intrusion. Insulate and/or seal all penetrations accordingly. 24. Where pipes pass through walls, furnish and install tested and listed fire stopping systems, combination of materials, or devices to form an effective barrier against the spread of flame, smoke and gases, and maintain the integrity of fire resistance rated walls. Through-penetrations include the annular space around pipes. 25. All surrounding walls or structural surfaces affected by removal or installation of all equipment must be restored to the match the surrounding finish. 26. After becoming familiar with all details of the work, perform Verification of Dimensions in the field, and advise the Contracting Officer of any discrepancy before performing any work. 27. Carefully investigate the plumbing, fire protection, electrical, structural and finish conditions that would affect the work to be performed and arrange such work accordingly, furnishing required offsets, fittings, and accessories to meet such conditions. 28. All field verification will be the contractor's responsibility. Including but not limited load requirements and sizing. 29. Upon completion of the work, the Contractor shall inform the COR, and customer to demonstrate operational tests. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
